Well, I was holding my judgement back until I saw the image with a better quality but it appears that even with better quality I find Jabura´s half-animal dull looking. His anatomy just looks dull to me. I´m just not the guy that finds that arms with the width of a stick look good on a buff body. Not to mention that his shoulder/arm connection looks totally weird.
Well, at least Kaku in full giraffe looks uber awesome. Can´t wait to see his half-animal form cause I really can´t imagine how it will turn out to look like. :happy:
If I didn't already know Oda's disposition towards this kind of thing, I'd point out that Kaku would be immeasurably easier for Zoro to decapitate, with a 7 ft. neck.

Well, Oda doesn't really draw massive people. Zoro, the muscle man, is pretty lean. But yeah, Jab's shoulders look weird. Does he have a humpback the makes his jacket look funny?

I think it's probably just Oda's way of blending the human features with the animal to make them look more imposing.

Leopman Lucci being able to block his swords doesn't necessarily translate into Jeffrey Kaku doing the same thing, especially seeing as how Kaku prefers other techniques. There's an upper limit to what Tekkai can accomplish; Luffy was capable of breaking through Blueno's Tekkai just by sheer brute strength and Sanji nearly did so as well.
The brute force method will eventually break through Tekkai, it might take a while but strong enough attacks repeated enough times will bring it down.

And I noticed that Kaku has some variations to his Rankyaku… I wonder what makes "White Lighting" so special? As far as I can tell it's just a bigger Rankyaku. From his pose when it's fired off, I think he might've used his swords to give the technique some strength.

Judging by the way his legs move, it might have been a x-shaped attack that was broken up by Zoro's 72 Pound Cannon. Maybe's it's a technique designed to destroy the ground as well as the target. Unstable terrain isn't as much of a problem for a Rokushiki user.

I don't see a big arm-shoulder connection issue. I think most of Jabura's back is actually just fur, thus giving him a hunch-back appearance. He is just very hairy in the back and has a very large neck. Maybe he gets his jacket damaged in the battle and we will see that his shoulder is much lower than it seems.

But what's the deal with the three guys behind Luffy on the cover? One looks kinda like Foxy, I have no idea who the afro guy could be, and the guy with the glasses looks a lot like Franky. Is there any explanation as to who these guys are, or at least why Oda drew them on the cover?

We do not need one. Oda seperated forces of the government and pirates into seperate categories; Mihawk and the other Shichibukai are on the government's side, and Shanks is on the pirate's side.

Um. That's not hard proof. I truely doubt the WG would turn away pirates who wanted to go legit; it's more likely Jimbei and de Flamingo's crews didn't want to give up the pirate life.

1. Absolute Anime has long asserted that Shanks was a Shichibukai, so many people have thought he was one "in secret". This is a long-standing, very old explanation regarding Shanks and Mihawk's rivalry.
2. Contextually, yes. Literally, no.

I think Shanks' former Captain might be a Shichibukai. Oda went to the trouble to make a unique design for him (Striped beard with two rings around his right arm), gave him a wanted poster (And not just in Volume 9, I think it's visible in Smoker's office in Loguetown), and even obscured part of his flag so that it couldn't be seen. It's a good setup for foreshadowing if you ask me.
Shanks wouldn't be a Shichibukai anyway. While I'm sure he would own practically anyone in Odachii with his abilities, we haven't actually seen him fight. But based on Ben Beckman's incredible strength and Lucky Roo's speed (I am still friggin convinced that he's the "Fastest" man on the Grand Line, not the "Fattest".) Remember in Luffy's flashback? Lucky Roo pops outta nowhere when that guy points the gun at shanks and plugs him. It would be seriously cool if such a huge ass guy ate a ran ran no Mi (Run Fruit). No one would suspect that… at all.
The point is that Shanks is good, but he is close with his nakama. He's not just gonna up and leave them for no reason.
Perhaps the remaining Shichibukai are excavating around Raftel, searching for One Piece. I get the feeling that some large scale excavation awaits the Mugiwara the closer they get to Raftel... seastone mines, drilling into the planet, etc... maybe they're trying to find some ancient power that slumbers deep beneath the surface.

Doflamingo never gave his crew up. Bellamy and his men belong to Doflamingo´s people and it doesn´t seem to be a secret. Shichibukai have been labeled as Pirates that work for the government. Not pirates that abandoned their crews to work for the government.
And as far as Jinbei is concerned, we really can´t say anything about that matter. Jinbei can still have his crew, while Arlong´s man are just a little part of it that split appart. Another possibility is that it was the entire crew but that they abandoned Jinbei because he was working for the government and they had zero interest to do the same. Another option is that they never seperated and only pretended to do so, so that they could still commit crime without having Jinbei to take the blame.
There´s many options how the whole Jinbei thing can be takes as. All are possible at the moment. And seeing it that Doflamingo still has his crew I think the option that he had to leave them is the less likely.

I recall that one of the rules the Shichibukai have to follow by the WG is the abandonment of their respective crew.
The Shichibukai ain't those who abadon their crews to become one of the Seven Warlords of the Sea, but some of them may have abadoned their crews, though - but that beeing a rule can't be certain.
