Hmmm. Robin was 16 then. 16 plus 4 doesn't add up to 28.
i think robin was talking to some other pirate not crocodile.
If I remember that page correctly, immediately following the "I'm 16" bit, we see Robin running away – hence the "hahh hahh". She joined a different group at 16, then that guy yelled at her for backstabbing, and THEN Croc shows up. The flashback does start with eight-year-old Robin, and works its way up to 24, when she joined Crocodile.

She was jumping from pirate crew to pirate crew until she ended up Crocodile years later.
i always figured that by the age of 16 she had been betrayed so many times that she realised in order to survive she'd have to join pirate crews by any means and knew that eventually they'll all betray her.
