Well first of all yes I tried game faqs and other sites but I cant fight Aokiji as a last boss for Luffy.
I beat everyone in Super hard mode except Kuro,Buggy,Arlong and Bon Clay.
I beat Kuro,Buggy,Arlong and Bon Clay in Easy mode By the way.
And yes I unlocked Enel and beat him in hard mode.
And when I play Grand battle with Luffy in all of his Difficultys I never get to fight Aokiji as a last boss.I always seem to get Smoker as a last boss.
What am I doing wrong?
I can't remember right but i think you have to do story mode on hard or very hard with robin
I beat Super hard mode with Robin already unless I have to do it again?

If I remember right you have to all characters unlocked (excluding Aokiji) & beat the game with those same characters. Once you do that play story mode as Luffy on the hardest difficulty and once you get to Aokiji beat him using Luffy's ultimate move & that should unlock him.
But thats the problem I unlocked everyone and beat their event mode on hard and super hard and 4 characters on easy.
But Yet I can not face Aokiji as the final boss for Luffy.
Yes I tried hard and super hard mode.
Although after the last try I got his 4th costume but still no Aokiji.
Clear Event Battle with everyone, then play Event Battle again with Luffy and beat Aokiji with a level 2 special

Odd all I did was fight as luffy for awhile.
basically, beat the game with luffy on 2 different difficulties(thats all I did)
in this game, there seems to be no one way to unlock people.
