Every comic book and TV show has that moment where it just gets worse by doing some big event. Why not manga and anime?
For those who aren't familar with the term "Jump the Shark" www.jumptheshark.com is a great source for wondering how American TV shows lost their lustern. Or you can look on Wikipedia.
I'm going to say the classic example of Dragonball where Goku goes Super Saiyajin for the first time and after that the whole plot and science fiction aspect just got worse.

Bleach hasn't jumped the shark, really; it had a slump. A manga doesn't jump the shark unless the period of declining quality is evident in long terms and continuous until the very end; Bleach picked up for a while, so I wouldn't classify it as such, though it's in another slump.

You really think Rurouni Kenshin jumped the shark?
I thought the "Revenge Arc" was an average arc, but since Kenshin is an above average manga and such a arc predated the Kenshin ending, I see it as "jumping the shark". I mean, Kenshin was an extraordinary swordsman and yet he was still able to have growth during the Kyoto Arc, against an imposing villan, at that! Watasuki couldn't top that, so he might as well have ended Kenshin there. The only redeeming quality of the arc was what we learned of Tomoe and Kenshin's past; nothing else was good.
The ending sucked, too. The tragedy was forced and it was ant-climatic. I was looking forward to a Sanosuke-Megumi pair, but from what I'm told it didn't happen; instead, Kenshin-Karou occured but in a non-satisfying manner. It's almost as if Kenshin's resolve kinda faded, he recognized his weakening conviction, went away because he couldn't face his family and died-like a loser-in a very non-cool way that could have been easily prevented.
Personally I don't like it when that term is used outside of an American made TV show but to throw my two cents into the hat I'd have to say in DragonBall/Z when characters like Tienshihan & Muten Roshi got relatively weaker as the story progressed & probably when Goku & Chi-Chi married (how in the blue hell do U marry someone you know nothing about)
DB/Z - Goku's an alien. It was still good, but…that started all of the bad.
Naruto - The tournament ends with some bland, pointless war. I actually read Alabasta at the same time so I just got tired of the series by then. But hey, Guy-team's reappearances were cool.

Trying to prevent a disease in the 19th century Orient was probably close to impossible. "From what you're told"….you can't really knock it if you haven't had it.

Hmm, I mixed the OVA's with the manga? Interesting, I guess; maybe Kenshin didn't end as badly as I thought. I do not think Viz has translated the whole series yet, though, so catching the end at a store is a bit difficult; hence, I'm forced to resort to reading synopses. ._.;

I don't think it's at a slump at all actually (well the manga), since really it's just gotten better as it's moved along, the anime has hit one though due to the filler, hopefully it'll pick up again once the filler has finished.

I think YYH came very close to skipping when Toguro proposed the tournament. I hated how it went from "action detecive" to "blatant DBZ rip." But some of the tournament's 8 million fights were at least pretty cool.

It's amazing that OP could have jump the shark but it still intersts people up to chapter 400. Neat, I wonder how it survive that? Skypiea killed off many fans, in their eyes Skypiea jumped the shark. I'm not saying One Piece should jump the shark, One Piece still intersts me and it's good to see it did not Jump the Shark

Goku made a big deal regarding the Gotenks fusion and the Kai's made a big deal regarding the Z Sword and the elder Kai's abilities. Sure I realise Gotenks was more of a warm up for Buu, but after the big deal made around Gohan's power up they suddenly say:
"Oh wait, never mind. Perhaps we should use these ancient relics instead. Goku you're getting your life back."
I realise Akira was forced to change his plans due to fans wanting Goku as the hero (personally I prefer Gohan to Goku and would have prefered Akira's original plan) but to me the fact the change happened was what causes me to believe the series jumped the shark. Part of me is glad Oda didn't cave in to fan's reactions with Skypedia (which I have yet to watch and read).

For me it was.
flame of recca- the tournament finals, I felt the whole tourney thing was a ripoff of yu yu hakusho, then it ended all anti-climatic(kaoru didnt even fight after learning the kougan ankis newest form.) kurei and recca team up and its stupid. the manga goes way further (I thint the tourney ends in volume 14 out of 33) but I havent gotten to it.
naruto- the 10 chapter sakura/chiyo fight. Now we are in another long battle and kyuubi naruto is alot like supersaiyan. Everything went bad after the skip.
naruto(anime) an entire series of fucking fillers. What the hell.
yu yu hakusho- sensui, but it got interesting again at the start of the 3 kings one, but sucked again during some of the battles. I find it stramge that the strongest S nd a class demons fight, yet no one dies. It started off promising but felt rushed.
Gantz, I stopped reading when everyone died but kei(I havent gotten back to it.)
bleach- hasnt really "jumped the shark" but makes mistakes, like ichigo becoming super powerful in one arc. and Isshin existing(mange readers know who he is) and how many people died wheb arrancar attacked, yet no one mentions it again. I mean how there is these explosions during battles in the city, but they have no effect on humans(tatsukis class died, yet she doesnt tell anyone or look sad or affected at all. These are complaints about consistancy, not really storyline or anything.

The anime REALLY messed up in the tournament finals, because by then their budget was pretty much exhausted (which is why they didn't animate Joker vs. Kaoru). Joker vs. Kaoru was in the manga, and it was an awesome fight. The fight between Recca and Kurei was lame as well, because they cut it short and didn't use a lot of the awesome things the manga had (Kurei using Jisho, Recca destroying the arena with Kokuu + Nadare, their brawl when they exhausted their flames). And finally, the thing about Kurei's clone…. that was really retarded and thrown in out of nowhere. Though, Mori Kouran DOES make a clone of Kurei that's capable of using his flame, but it's nothing like that...
I'd heavily recommend that you read the manga, because the anime goofs up a lot of cool moments and leaves a lot of things out. And yes, the manga goes way beyond the tournament. There's a bit of a slump after the tournament where they go into the Hokage Sealed Cave, but the saga after that (the SODOM Arc, the climax) is the most badass part of the manga.
Jumping the shark? Well, for me...
Naruto: Maybe somewhere during the Tsunade arc, I remember heavily losing interest when Naruto spent 50 chapters training his rasengan. But then, there was a battle royale between Orochimaru, Tsunade, and Jiraiya so that was OK. Immediately after that, when Sasuke beats up Sakura and leaves, I'm like "OK, this is gay."
Kenshin: I don't think it ever jumped, but there's a few point where it's in a slump. The Kyoto Arc was its pinnacle, but I don't think the Jinchu arc was at all bad. Pretty awesome as far as I can tell so far.
Fullmetal Alchemist (anime): AL BECOMES THE PHILOSOPHER'S STONE, OOOOOOO. Stupid plot twists ahoy.
Bleach: Somewhere in the Soul Society the manga really lost its way. Hopefully it'll regain what it once had in the upcoming arcs.
Dragonball: Goku being an alien, yes. Like Bucc said, it still had good moments, but...

Sorry. Their attitude towards One Piece and Naruto put me off the forum (going off One Piece because Luffy happens to be immobilised in the Kuro and Arlong fight. So what about the fact Goku took two days to return to Earth, had to be put into a healing chamber when the rest were fighting Freiza, training when everyone was fighting Cell and dead when everyone was fighting Buu? And I bet Naruto has similar things in it). I do sometimes visit for news but that's about it.

I once read Nobuhiro Watsuki saying he was unhappy with the way the OVA ended his series and generally was not the kind of ending he had planned for it as he prefers a happy ending.

Number 28 should be published in July.
Yu-Gi-Oh (manga): When the cards became the main focus of the series. I enjoyed the first seven graphic novels, especially when Yugi would challenged someone to a Shadow Game, sometimes ending with the villain being seriously injured in some way. For example, I loved the fourth chapter (I think it was that one) where Yugi manages to set his opponent on fire with vodka. The game itself was a brilliant idea and I liked how Yugi managed to figure out a weakness in seconds. Such a shame this is lost in the later arcs. However I do find the Memory/Egypt arc to be interesting and so long as it focuses less on the cards I might consider reading that entire arc.
DBZ- Eh, it's hard to say really. I'm not bothered by the alien revelation as I hadn't seen anything but the first thirteen episodes of Dragon Ball before DBZ started to air. DBZ was an odd series in that it obviously took a down turn in quality a few times (most notably the longest five minutes ever) and then clawed its way right back to respectability (I still love the Cell Saga).
The anime was especially bad about having filler that made absolutely no sense at all (Garlic Junior still being stronger than Piccolo despite Piccolo being at least 100 times stronger than he was the last time they fought, Goku beating Pikkon despite Pikkon being vastly stronger than Cell, who was himself quite a bit stronger than Goku even before he became Ultra Perfect Cell).
Naruto- Sakura versus Sasori. While reading it, I was actively thinking "END DAMN YOU! END ALREADY!" Also, when you have a series where supporting characters introduced well into its run completely overshadow the title character, well, then you have some problems.
Yu Yu Hakusho- Sensui as others have pointed out.
Naruto - When Orochimaru didn't die by the 4th. That pretty much sucked. Though there was some interesting stuff beyound that, Naruto just wasn't the same series I loved after that point.

Has anyone seen the recent episodes of Detective Conan? I wonder if in between where it ended on Adult Swim, and where it is now, if it went downhill.
I kind of like the Revenge arc more than the Kyoto arc in some aspects. Between the two, I can't really choose which one I like more overall though.
20th Century Boys - Well, it's still really good, but I did start losing some interest around a certain point. I'm not sure when…(I'd have to start at the beginning again in order to find the exact point). Maybe it was when it kept skipping ahead before it seemed like it was ready...I dunno. It's still good, but the beginning of the story up until the first time Friend is revealed was probably my favorite part of the story (and some after that). This is just from what I've read so far though.
I'm not really sure if the term "jumping the shark" applies to this though. It all depends on what happens in the end...and after the series is complete, then I can judge it a lot better.
Death Note -

Hunter X Hunter - the "ant" arc, well… this dont really fell like it is the same manga as before, i loved the York shin arc and the follow up Greed Island, but...
DB - After Boo showed is ugly face it jumped the shark
Naruto - After the skip, you know what i´m talking about, but i loved Kakashi Gaiden though...
Love Hina - i know that somebody will hate me for this but after 10 volumes it is just boring, the same stuff over and over again and it doesnt lead anywhere...

I did not say that i hate the series, i still like it, and i still follow it, but it is not anywhere near as good as it was before the ant-arc…
I actually enjoyed most of DB; Sure, it had its lows, but Buu was my favourite villain, and i liked how the last volumes mixed fighting with laughs.
I was only disappointed at the very end: After several volumes of ridiculous jumps in power, the final decisive battle of the series is between two Buu's, who both could easily have been killed by Gotenks or Gohan? Dull.
Freezer and Cell were defeated in final-attack-only-Goku/Gohan-can-do-it ways, whereas they had numerous ways to beat Buu-and Buu had plenty of ways to beat them.
As for Naruto: Like Ubiq, I felt the Sakura/Sasori fight dragged horribly (Look! A FINAL final doll attack!) and the latest business with the Root and tail sproutin' is getting dull fast. The series is in no way keeping me on the edge of my seat, the way I thought it would when I read through it.
Edit: The Yu-Gi-OH! Anime jts' nearly instantly. At least it felt that way to me.
Death Note -
! The death of L. Like Buccaneer, I thought it was an awesome event in the story (much like jumping over a shark on a motorcycle would be)… just that everything after it has been totally banal.
(on a similar note) Hikaru no Go - When Sai left. Not that the story had not already been going downhill, but that effectively killed off all the charm of it.
20th Century Boys - The end of the 2015 story arc.
Beck - Greatful Sound around volume 10. The American tour was a highlight too, just because they were in America, but it was the top of the long, painful slope downwards.

For whoever thinks Death Note has gotten worse after wherever you stopped following, try reading it again if you haven't. It's getting interesting again IMO.
I, too, left reading weekly Death Note chapters at same place where everyone else left, but came back after reading v10.
I left Naruto when Tsunade became Hokage, I think. Don't really remember.

No point in restating the stuff already said since I agree with pretty much everything already mentioned, so I'll add in:
Berserk- Assuming I'm not confusing the timeline (it's been a long time), somewhere around Guts and Griffith's reunion on the Hill of Swords. These latest mini-story arcs have just blended together for me, and not in a good way.
I thought about throwing in "HnI- Brian Hawk match", but since there's hope yet for a match or two of that calibur I guess I'll bite my tongue.

DBZ lost all points of reference past Freeza (how can one improve after attaining enough power to BLOW UP A PLANET?) and the manga became focused purely on fists and kicks rather than the countermeasures to unique moves, which is a staple of Dragonball and One Piece. Most of the substance of DB died in past the Freeza arc of DBZ, becoming shallow repeats of past material; people die, NO PROBLEM, we have the Dragonballs and can always wish people back, so getting pissed off at deaths is superflous. Strong opponent? Just go Super Saiyan level "X", where "X-1" is equivalent to the multiple constant by which my hair will grow if X>2.
DBZ - when everyone ended up getting married and had superchildren.
Naruto - when everybody's All Grown Up.

! Eddie died. T_T lots of people say that it jumped the shark after Grateful Sound, but the downslope of the band only made me want to read it more. tons of underground bands are getting through in the exact same way. it's very realistic, IMO.
Hajime no Ippo - this series has a lot of ups and downs. but it started getting a little too random after Ippo and Sendou's second fight.

That would be a slump; "jumping the shark" for manga refers to a continual level of low quality that eventually culminates in the end of a series.
Frankly, I found Death Note burned itself out way quicker than I could ever have imagined.
At first, I was awed by the drawing style, its consistency and attention to detail, then I realised it's almost exhausting to read because of it. It also didn't really make my pulse pound the way I expected it to. They spent too long explaining the rules of the game in the first book, and it didn't really feel like the heat was on Light enough to justify his paranoia.
I tend to drop series early to avoid committment. The only series other than OP I've stuck onto for more than one volume was ES21, and that I'm only to No. 2. I found it better than I expected almost to the same extent Death Note left me let down.

I'd say the two are generally inexorably linked. Most of the reasons people don't like ongoing series represent a lack of quality– it isn't up to par, it doesn't grow with the audience's intellect, or it re-markets itself.
Now when people say the series jumped the shark does it mean you dont like it anymore or just not as good as it used to be.
The term means the series has permenantly degraded and isn't worth watching anymore. If Naruto recovers from it's slump, we can't say it has jumped the shark.
In contrast, if a show sucks overall but has a few good arcs, it has a couple "peaks".

If something (particularly a tv show) jumps the shark it's still watchable but if it happens way too many times the show just becomes a stinking pile of garbage which is just a shell of it's former self cough Fresh Prince of Bel-Air, Becker, The Drew Carey Show.
And for those who don't know the term "Jump The Shark" came from an episode of Happy Days where the Fonz while watersking jump over a shark hence the term jump the shark.

DragonBall GT - The whole series within itself. including the deaths of Piccolo & Kurirrin
Inuyasha (walking punchline) - Sango finally accepting Miroku's advances, Inuyasha getting the third upgrade for the Tetsuiga.
Samurai Champloo - Not completely sure where this JTS at the Baseball episode is he only one that comes to mind.

Here's the RK manga conclusion for you:
! Sansosuke is on the run from the government, so he decides to go globe-hopping for a while. Megumi goes back to Aizu to open her own clinic. Kenshin and Kaoru get married and have a son named Kenji (who loves his mom and hates his dad, in a funny way) and Kenshin's scar begins to fade as he has made peace with his past. Aoshi and Misao continue to live at the Aoi-ya together (whether or not they married is never stated). Saitou apparently keeps doing his thing as a police officer. Yahiko eventually becomes the Assistant Master of the dojo along with his rival (forgot his name) and increases his skill to the point where he can catch a sword with his knuckles. When he turns 15 (the passing point for manhood in Japan) Kenshin challenges him to a duel. Although Yahiko doesn't beat him, he does well enough so that Kenshin bequeaths his reverse-blade to him. The very last chapter (a special color one in an artbook) shows everyone gathering for a reunion picnic, and they get a letter from Sanosuke, who is currently being a ruffian in Mongolia, saysing he'll return soon.
Yu-Yu Hakusho-Sensui Arc.
Personally, I thought that arc was freaking awesome compared to the cliche shonen crap tournament that came before it. I'll admit that everything AFTER Chapter Black sucked (apart from the last episode) but that's my favorite anime story arc outside of One Piece stuff :/.
And I haven't gotten that far in Deathnote (rest assued, I've read ahead) and from what I've heard I've got a feeling it'll start to suck at that very point.
One thing you forgot to mention is the fact that Saito walks away from his rivalry with Kenshin which causes him to transfer to a new department.

Do not get me wrong; I was interested in the concept of "territory" and of Sensui's associates, but Sensui himself was an "anti-Toguro" and was boring to watch. Then we had Kyuubi…I mean, demon Yuusuke and everything started to rot.

! A one-shot where Kenshin gives Yahiko his Sakabato, and Yahiko takes it and saves a Dojo. It was going to be a spin off, but it didn't make it that far.

It really did go downhill after
! Sensui died but before that it was great. Just the whole "territory" thing and how normal, weak humans could beat the crap out of the uber-strong main cast. It also had quite a bit of the darker stuff Togashi hadn't touched on before, the kind of things that make HunterXHunter great. Original things, too; the stuff in Game Master's territory and when Sniper went after Yusuke were pretty awesome. Big fancypants shonen hero being chased by kitchen knives and a semi.
Though it was very lame and rather DBZ-sh that Koenma brough Game Master back to life >.> Same thing with Genkai…
