well, it could be in part the distance and the obstacles faced on the way there. Remember, the Grand Line remained unconquered for just shy of 800 years (at least) before Roger managed it.
One possibility I also just thought of, Logs never point to it. It has to be sailed at manually, easier said than done unless you have access to something like a Southbird, and even then you stil lhave to get it from its home (wherever it may be) to Raftel and keep it alive the whole time.

It's located in All Blue, which is inside of Reverse Mountain and is a complete bitch to get to because of the cave system that allows you to access the sea, boots you backs outside, or leaves you lost in a labyrinth of tunnels from which no man can escape.

i think that raftel is an hidden island which we can guestimate the location but that's all. you should need to do something specific in order to find it.

So far I love the log pose idea. Not too far out there and makes the most sense. I hope there would be more to it even then. Combination of geographical weirdness like Reverse Mountain, massive guardians, and the log pose doesn't set to it (or it takes 400 years or some nonsense). But…with all those indicators of sea kings and geographical madness (Enies Lobby anyone?) at least you would know you're on the right track.

As for the raftel thing there must be numereous reasons. Not only is raftel hard to get to, but the farther you go the harder it gets. Problaey stroms and powerful seakings. Whitebeard said to rockstar that it mus have had been tough for him to get all the way here. Meaning that there are numereous obstacles.
My only guess is that in certain places the weather is must more harsh, as well as sea kings.**

It is the location it is at. The insane unpredicatable weather, rrough oceans, Seakings etc..
The Oceon must get much harder to navigate the further you go through the Grand line, hence why it is so hard to get too.

It could also be the island before Raftel where you have to set the log assuming your log works that far into the line, could be underwater. Or the island has been destroyed. Or maybe the weather destroys ships, you have abundance of super sized seakings, or perhaps there is a huge deposite of seastone that means all those DF users are doomed and then the seaking comes up and eats you.
We will undoubtably find out in a few years when the crew makes it there :D I really hope that OP will end with them finding OP and not giving up ^_^

Luffy would have helped him to achieve his dream so if he has some pride in him then he should at least return the favor. I happen to think that the whole Sanji inner-conflict thing is a great idea. That is only if he chooses to stay with the Straw Hats in the long run. Seriously, it's his life's dream - seeing him give it up without a second thought is ridiculous. However, his friends are big to him, so he'd stick with them eventually. Also, Nami and Robin couldn't persuade him otherwise - although he loves ladies, when Sanji gets serious, he gets serious, and I doubt that those two alone could cause him to throw his dream out the window on a whim.

Nobody's saying that, it's just that there's no sensical reason for Sanji to stop being with the Strawhats when he finds All Blue. Because, you know… There isn't.
Say my dream was to find the legendary caves of Lord Fiberdegeek or something (I just made that up) because they're all shiney and stuff. Say I find them with the help and support of a group of loving friends including two really hot babes. Now, see, my dream would have been accomplished. It's not like I'd jump at the chance to rot away in those caves for the rest of my puny existence.

I'm not suggesting that this conflict be big enough that he actually stays and then chases down the ship in a rowboat or something. But I expect that Sanji will at least be a little distracted, kind of like Vivi was during Alabasta. Sanji leaving right before the end of the series would be disappointing,A better scenario would be if he found it but continued on his journey with the straw hats and having Nami make a map of it and mass producing it for all the other chefs so that the legend ends and chefs around the world celebrate the finding of a sea full of rare delicious fish with Sanji making enough money to open his own restaurant on the all blue.
To get back on topic maybe raftel is a hard place to get to because as others have posted extreme conditions,seakings and possibly a lack of motivation. How many pirates really want to get there enough that they risk everything by sailing to such a dangerous place when they could just inhabit a helpless island and make a huge profit.

It doesn´t have to be an Ancient Weapon to make you able to dive. Wapol´s ship is the sole proof for that. And with that I´m saying what I always say and that´s that if Wapol could have such a thing then I´m sure that Franky could create an even better diving mode for his dream ship.

Perhaps a log pose has to adapt to every single magnetic field of the islands of one of the 7 routes, before it adapts to the magnetic field of Raftel. So you need to enter from Reverse Mountain, choose one route and go all the way through without turning back to reach Raftel.
Or only one of the 7 routes actually leads to Raftel, which would be the route which Gol D. Roger took and of cause the Mugiwara Kaizoku, too, as we know already, and as said before you need all the magnetic fields of this route to reach Raftel, which includes Skypia and i don't think there where a lot Blue Sea Dwellers who actually reached Skypia or who would believe their log pose when it points to the sky… (or maybe every route has at least one of theses "hidden" islands which makes it especially hard to gather all pieces of this magnetic-field-puzzles.)
Or even more simple: Raftel doesn't have a magnetic field so no log pose could detect it and it isn't actually an island, it's a Sea King which changes it's position frequently around the end of the Grand Line and it's SO friggin' huge that it's unable to completly dive under the sea, which makes it seem like an island.

To get there, you have to reach the end of the grand line, then using your amazing strength lift the toilet-seat lid. Once you get inside the bowl, you have to close it and wait for Poseidon to use it. After getting flushed, your ship enters Pipe Dream River and you must fight the Kuso Kaizoku and their lord, Elephant Turd. Upon his defeat, you will be ejected out of the Pipe Dream River and Raftel will be there.
It gives new meaning to Sanji's: "I'm not gonna lose to you shitty pirates!" line.

Now, for a serious moment.
Luffy isn't following the route that Roger followed, or at least as far as we know. He's not following a route, period.
After Little Garden, they used an ETERNAL POSE to go to Alabasta, which was not on the Whiskey Peak route. Instead, if they had followed the Whiskey Peak Route, they would have gone to Nanimonai island. (The goldfish shit, remember?)
After Longringlongland was left behind, the Mugiwara actually got lost because of:
A. Giant Frog
B. Sea TrainThey ended up at the train station, at which the old lady told him to "follow the tracks to Water 7".
When Luffy heard that a shipwright was at Water 7, he decided to go there.
Now, they're in Enies Lobby by use of the Rocket Man, which was probably not where the log pose pointed to.

It could be that, towards the end of the Grandline there are no islands for days and it becomes very difficult to survive due to the fact there is no place to get food, also due to there being no islands, there are no stable weather conditions and as you get further along the grandline, the unstable conditions get worse, which make it almost impossible to navigate. There could also be sea kings and terrible monsters towards the end. All this comes together and causes terrible damage to even the most strongest ships, which the world's best carpenter would have trobule fixing.
I think it will be stuff like this because I feel towards the end Luffy will need the help of all his crew to get him to Raftel and each of their individual skill, just as a "strength in your nakama" type situation and the power of friendship.

well it seems alot of people that aren't making crazy theories are going with weather and sea kings. lets just assume that all 7 paths lead to raftel. maybe the one the straw hats took is the easiest path. or maybe people ran into some troubles with the government. and well lets not forget the schichibuki. i assume that their the biggest problem on the grand line. we've seen the power of crocodile and frankly hes a chump. but we've also seen the power of mihawk and doflamingo and their no pushovers. and something else you must take into account. not all the islands are gonna be friendly and lets not forget the fact that its pirates trying to reach raftel so they probably get into a bit of trouble on the islands. and once again they're pirates so while battling the seas and islands and monsters, they're also battling eachother. maybe raftel really isn't that hard to get to environment wise. maybe the pirates just decide to piss off the wrong people.
and whos to say no one made it to raftel. for all we know thousands of pirates have made it but just decided to chill,got stranded, or the overwhelming power of greed destroyed all the crews that reached it. or even maybe on they're way back a little problem occured. so the treasure on raftel could be lost and gone forever in the stomach of a sea king or on the very bottom of the grand line.

Again, the Mugiwara aren't following a set path. They've taken 3 different de-tours.
Here's how it worked:
1. Entered Grand Line.
2. Decided to go to Whiskey Peak, based on Vivi's request.
3. Reached Whiskey Peak.
4. Got Eternal Pose to Alabasta. Decided to head there after fleeing Whiskey Peak.
5. Eternal Pose shattered. Robin offered another Eternal Pose to Nanimonai Island. Also shattered. Crew continues following Log Pose to Little Garden.
6. Arrive in Little Garden. Discover that Log pose TAKES ONE YEAR to set.
7. After events on Little Garden, Sanji finds ETERNAL POSE in Mr 3's house. They take Eternal Pose and start out.
8. Nami gets ill and they decide to take a detour. GET LOST. End up running into Wapol.
9. After Wapol incident (Still lost), end up finding Drum Island.
10. After events on Drum Island, continue to follow Eternal Pose to Alabasta. This SKIPS a bunch of islands, noted by the fact it took them 4 days to reach Alabasta from Drum.
11. After events on Alabasta, Follow Log Pose to Skypeia. Can't figure out how to get to Skypeia, so go to Jaya instead. Meet Cricket.
12. After Cricket explains Knock-up stream, Mugiwara get to Skypeia.
13. After Skypeia, follow Log Pose to Longringlongland.
14. After events on Longringlongland, Follow log pose toward next generation. Run into sea train and giant frog. GET KNOCKED OFF COURSE.
15. End up at train station. Cocoa directs them to Water 7. "Just Follow THE TRACKS."
16. Arrive in WAter 7.
17. After events in Water 7, take Rocket Man to Enies Lobby.
So here's how it works:
Lighthouse -> Little Garden: Followed LOG Pose
Little Garden -> Alabasta: Followed ETERNAL pose, with detour
Alabasta -> Train Station: Followed Log Pose
Train STation -> Enies Lobby: Followed the TRACKS. -

Well, there is a caveat:
Even things "shown" in the manga are not always accurately shown.
For example, when the Shichabuchai concept is introduced (at the end of Baratie/start of Arlong), there's a scene portraying them in shadow. We don't see Croc's hook, or Mihawk's sword, although both are visible in the outline of the men when we encounter them. We also see no indications that Jinbei is different, although fishmen as a whole seem to be larger than most humans, so it's a fair conclusion.
Hasn't a similar "shadowy portrayal" also been done for the Three Admirals?
Perhaps Raftel is being shown similarly in a metaphoric way. The Shickabuchai look, in the picture, like Shickabuchai "should look like", and so does Raftel.

Well, such depictions are theoretically the ideas of the person speaking about what those people or things look like.
The Three Admirals have silhouettes that look fairly close to Aokiji and Akainu; presumably Kizaru would also match. That's not really surprising as Robin should be well aware of what those Admirals look like.
Similarly, the Blackbeard Pirates had silhouettes that were reasonable approximations of what they looked like. Dalton should also have a fair idea of what they looked like.
On the other hand, the Shichibukai don't really match, but then, look who's talking.
Seeing as Crocus hasn't ever been to Raftel, that's probably not all that accurate a depiction of the island.
