Serious answer:
Where are you located, what specifically do you want, and how much are you willing to pay?
If you just want something, you might check if you have used book or comic shops locally. I've seen a few Japanese tanko at my local used-book shops, but no One Piece. It's probably cheapest that way.
Also, in some places, you can find Japanese specific (or at least import) bookshops which may have some to choose from. Since manga is low value density (it's heavy but cheap), it's often cheaper if bought locally instead of online, if you aren't buying a lot of it. I figure the break even point for buying online is about three English volumes (at which point buying them online becomes cheaper than buying them at the local bookshop), the numbers may be different for import.
There are also some retailers who import them from Japan; you'll get better selection, but pay more. The best choice depends on your region. No reason to pay extra to order from a shop in one country, if there's a dealer in your own country with cheaper shipping.
