Ok so I downloaded this file from Stoptazmo and it says PNG image, do I need to download some program to view this or something?

No, you don't need any new program to open a png file.

if you download ACDSEE from here, it should allow you to view any image file, including PNG.
acdsee is by far the most convenient image viewer i've ever used. you press page up or page down to go to previous or next image. try it. highly recommended.
that file is an old trial version, but all you need to do is connect to the server every 30 days and you can use it with no problem.
