If Kuzan was Luffy's father, he seriously takes after his mother, cause I don't see any African-American in him. XD
It's up in the air who it is. There are many Candidates, such as Do Flamingo (Or D. Oflamingo, as I like to put it), Dragon, And possibly even Kizeru.
Yes, I know it wouldn't make sense for Kuzan to say he "Dealt" with Kizeru a long time ago when they're both admirals, but he could mean that Kizeru is an asshole or a pain in the neck to deal with. Perhaps the admirals never get together unless some serious shit is going down.
