Short answer:
You probably have the WRONG cable. If you want to do two machines directly connected, you need a "crossover" cable. Alternatively, you buy a $9 hub or switch and run a cable from each machine to the hub or switch.
Assuming a Windows environment, you then set up "internet connection sharing". The computer directly connected to the Internet is told to "share" the connection, then you have to configure the other machine as directed (I think it actually creates a disc with a programme that will do the configuration for you, sometimes), so it funnels its requests through the directly-connected machine.
If one machine has a printer or files to share, you might also want to set that up (right click on the desired printer or folders, select 'sharing'). I use my network largely for that.
