In OP, many characters have "powers" that are un-natural in this world.
List the one who you were most disappointed with.
Mine would have to be Mr. 4. When I first see him he's this huge fat guy, so I'm thinking "Yeah he must have this awesome ability to expand or eat a whole country" or something like that.
And what does he do? He's a good baseball batter? With exploding baseballs?

That wax candle guy. WAXXD come on that was pretty weak to begin with you saw how easy Sanji disposed of him when he saw him so he must be pretty weak to begin with.
Mr. 4 could beat the shit out of people and Mr. 3 managed to ambush both Luffy and Zoro, the two strongest, as well as Nami and Usopp.

What do you mean his power? Swinging a baseball bat is no power it is a athletic skill. The only special thing is that he could lift a baseball bat that no real baseball player could lift that´s all.

The ability to create things just by eating anything is pretty useful though. If nothing else, it made him very wealthy in a very short time.
Complicating things since 2009.
Baku Baku also made Wapol almost unbreakable.
I liked Mr. 4, I kind of liked the concept of a baseball themed villain being a serious threat. And Lasso was pretty cool.
Mr. 3 was very competent with his ability, but you have to admit, if I was at a superhero meeting and my ability was the power over wax, I wouldn't bring it up.
Most disappointing? Well, it can go both ways; the power itself, and the way it has been applied. A while ago I would've said Ori Ori, but I kind of like it now. I disappointed in Ace's fruit, because it gave a boring character a really boring, unoriginal, and overpowered ability. I also thought Mr. 2's fruit was kind of stupid. Satori's LOL BALLS power was just a waste of time.
But I think the worst is Pearl. All he does is run around like the big flaming homo he is.
For most diappointing application, I'd have to say Mr. 5's Bomu Bomu fruit. I really like this fruit; it's in my top 3, but all Mr. 5 did was get bitchslapped around. I liked the idea of him doing shit like flicking boogers and firing his breath, but… he was just kind of a filler villain.

I think the fact that Mr.4 was able to achieve that high of a rank without eating a Devil Fruit is pretty amazing.
I'm probably gonna get a serious bashing for this, but I was pretty dissappointed when I discovered that Crocodile had eaten a Devil Fruit. Before I found this out, I was really impressed that he had a bounty of 81 million. But now that I know he ate a Devil Fruit, I'm not so surprised.
Wapol´s power is the power I would want in real life. You can eat all you want and it will never kill you. And if you should get a little overweight at any time you could just lose the pounds easily by eating yourself.
If such a fruit would exist in the real world, then anybody who would grow them in his garden would surely become the richest man of all time!!!

yeah, that's what i was gonna say…. i can't stand bellamy anyway, and i thought his df power was the most useless... and i agree, seeing luffy take him out with ONE PUNCH was the best thing. ever. ah.... gotta watch that episode again now! XD
also, i thought mr. 2's power was pretty cool, made for some good laughs and it actually came in handy several times.
also, i love the idea behind Lasso's power.... a cannon that ate a dog fruit.... wtf! XD Gotta love Oda...

Oh yeah, the candy power. XD That was silly, although he was kind of a cool character. I guess I've never been "disappointed" with a power. Some DF abilities are just strange, though, like Hina's. That just makes no sense to me.
I think maybe I'd like the Baku Baku power a little more if Wapol wasn't one of my least favorite characters. <_<
The worst one i think and this is just my opinion is Miss Valentine's, she cant do a great deal and she can get caught out easily by wind if shes not careful with her timing, The guy with her sorry i forgot his name i think it's Mr 5, has a weird and random ability, exploding snot?!

There may be some I liked more, but nothing disappointed me. It's not the power, but how you use it that matters, Bellamy being a prime example: his power would have been great, but he turned out to be too stupid to know how to use it correctly.

Uh… what? Mr. 4 was also incredibly smart. He knew how to knock the baseballs around and match the time of the explosion to do massive damage.
A lot of the swordsmen have been underwhelming. Cabaji and Hatchi in particular. Big promise, small result.

She would need a lot of muscle for that. She wouldn't be able to lift her one ton arm. If you noticed, she was usually falling when she became super heavy.

Hmm, yeah Apis' power was kinda dumb and sorta cliche-like… its a good thing she's not really part of the story.

Alright! This is the post I've been waiting for.
First of all, Foxy had a really, really powerful fruit. I mean, being slowed in time for 30 seconds is a really long time. Not to mention he had almost total mastery with it; he knew the exact timing of the noro noro beam, and knew how to use it with various weapons and traps. Hell, he even had Luffy on the ropes. Noro Noro is probably my second favorite fruit.
Ever since Doa Doa's debut, I've heard nothing but "wurst froot evr1" It might not be the best for battle, but it is still very handy. I mean, CP9 is an assassination group; this kind of power is absolutely perfect for their purpose. Not to mention how friggin' awesome the Air Door was, and stuff like the revolving door face made it a really unique fruit. I also really liked how Blueno used the fruit during battle to make trap doors and such.
So yeah, they're not lame.

Foxy's Noro Noro beam is pretty damn useful. Its great in the DBF since it comes in handy alot. I think in any battle situation being able to slow someone down for 30 seconds puts you ad quite an advantage.

I can imagine about a thousand things a Doa Doa Fruit could be useful for. I have to agree with your sentiments; for an assassination group, an ability like this is enormously useful. In order to assassinate someone, you need to be able to get to them. And if you have an ability that allows you to go through any sort of wall, well, that makes the process so much easier, doesn't it?
Not the best battle fruit, I suppose, but still an amazing fruit if you're robbing banks or killing people.
Blueno's maybe useful.. btu it really did nothing for me.

I agree with pretty much just Carter. Foxy's power allowed him to beat the shit out of Luffy, and Doa Doa at the very least prevented Blueno from getting a total ass whooping. And just remember the train. If Blueno was some Zoan fool like Lucci then they would've lost Robin. Ace had a high level of power, but it was boring and only increased that chessy "cool guy" image.
I can see Alvidas fruit useful in defense but shes pretty weak so her ability is probably only used for escaping or weak opponents. And also if she goes against certain devil fruit users like Ace, Smoker, Eneru,Crocodile or Aokiji that ass is toast.
