Enies Lobby: When the Dust Clears…

We're all, I'm sure, eagerly awaiting the conclusion to this arc. We all know that somehow, some way, the Straw Hats will smash CP9, rescue Robin, and sail off into th ehorizon. Just how they'll do that, we don't know. But, that's not what this is about.

To be honest, what interests me more is not how Enies Lobby will end (as I've just pointed out, that's almost a given save for how they'll actually pull it off) but rather what will happen after it ends.

What will the aftermath of the Straw-Hats attack be? How will the government respond? How iwll the world as a whole respond? Will the incident be known? Will it be covered up? Will the crew be given new bounties and, if so, how many of the crew and how high could they possibly go?

What about Franky and the Franky Family? The Galley-La foremen? Oimo and Karsee? What'll happen to them?

CP9 and Spandam? What will their positions be when this is all done?

I'm not sure jsut yet myself. Though I like the idea of each crew member getting their own individual bounty. Also, thanks to Kokoro and Zambai, blame for the whole incident will probably fall squarely on the Straw-Hats shoulders.

Beyond that, haven't got too many theories here. How 'bout you guys?

Some would probably see it as uneventful, but I want CP9 to just be eaten by the Strawhats. I dunno how to explain it, but after a fair sized flashback near the end, I expect an all out ass kicking. And from all the crap that's happened so far, I really think Luffy needs a winning streak to start up.

Everything else, I have no clue about. I hope Buster Call isn't too soon. And obviously I'd like to see Franky join.

If nothing else, a breach of Enies Lobby will be a public relations disaster for the World Government. It means not only can't they reliably CATCH pirates, but they can't even keep them when they do.

So it might be interesting to see it as an "undercurrent" through the next arc. At first, there's a struggle to cover the breach up, but the story sneaks out and radiates around the world, and people begin to seriously wonder what they're paying the Marine for.

I want to see the Gorosei take Luffy seriously. Aokiji said they think the Strawhats are a joke, although there's not sufficent reason as to why; all they did, apparently, was put a huge bounty on his head and try to ignore that he existed. I mean, Grand Line is the location of the Marine Headquarters; if Kuro gets swamped by Marines every week, why are there not hordes of them bearing down on the Strawhats? The only major fleets I have seen thus far belong to Hina or are part of Buster Call; the Strawhats hardly seem a threat if that's the only lot going after the Going Merry.

I, too, wish to see all out arse kickage. A bloody fight CP9 should promise, especially because of their "aura of invincibility" that keeps getting established with every OP villan.

Interestingly, though, I wonder what Oda plans for the next arc...

Well, not really a joke. They just don't take the Strawhats seriously. They don't really have a reason, since all Luffy did was punch out a guy most likely not even considered one of their best weapons. Luffy even did them a favor, so they can't think much of him as a threat.

That's pure speculation. What we know is that Crocodile was a Shichibukai until the Strawhats neutralized Baroque Works, and since there are only seven Shichibukai, I can hardly call them dispensable enough to just be passed off without concern. The Gorosei held a meeting concerning both Crocodile's actions and a new Shichibukai, and they raised Luffy's bounty; if all that wasn't taking Luffy seriously, my guess (speculation) is that there's some undisclosed reason for them to hold back. Smoker doesn't know what this reason is, but he was smart enough to guess something was amiss; hence, he's here in Grand Line, out of his jurisdiction, following a pirate who's only real crime was threatening/beating up Officer Nezumi.

I think the Gorosei's adversion to directly addressing the Strawhat problem is one of the cornerstone arguments people have in support of ascended lineage (relation to Gold Roger or Whitebeard) shounen element. There's absolutely no support for this, though, and likely none whatsoever until we meet Aokiji again (in the present), the Gorosei, or the other Shichibukai.

The buster call will most likely be issued after the cp9 is defeated. But the question is will the strawhats fight or will they run?

But I also hope that the crew members will get new bountys, but I hope Luffys doesnt go up by to much maybe by 30 million at the most.

I bet the atack will be covered up. If pirates get the word that another pirate group broke into enies lobby then they may also try to break in there.

I wonder what would happen if the Gorousei gonna do if they take the Strawhats seriously? I wonder about the high bounty, will they'er be more Marines chasing them? I hope not cuz that'll sucks. I like Luffy and his crews to be safe when they explore an large city in the future without anyone ransomly catching them.

Part of the reason the Gorosei may not have taken the Straw Hats too seriously is probably because there's only a small number of them. Most of the big-to-mid-time pirates have had decent size crews (Whitebeard, Shanks, Arlong, Krieg). Luffy's group was only six at the time of Baroque Works defeat. Also, Teach's crew is only five, and the government had never heard of him, either.

There's also the fact that the World Government may not be aware of everything Luffy has done. Their adventures on Little Garden, Drum, and Skypeia are probably completely unknown to the Gorosei.

Also, as Kiji himself said, up to that point they'd only been fighting with other pirates. A bounty shows the threat level to the government. The Gorosei were concened, but not too much so, as the pirates had not (til now) turned their gaze towards them.

Since Luffy's going to be known all around the world, would that mean other pirates from other seas are going to challenge him? I wonder if Oda's going to pull a Saint Seiya and knock Luffy to Impel Down.

There isn't a government I know in existence now or throughout history that would let a "rising star" go unattended to, whether in piracy or politics. Luffy already had a typical Grand Line bounty when he first came to Whisky Peak, and although he's not yet comparable to the Shichibukai, he still has a huge price on his head (although, I am surprised more people have not been shocked at this). There's got to be some alterior reason for not addressing the Strawhat issue; sure, Shanks and Whitebeard are threats, but they've been around for ages and the Marines have likely done, and continue attempting to neutralize their threat. It's likely that if common Marines in East Blue knew Coby's past as a pirate, the Gorosei would recognize Luffy's connection to Whitebeard (Ace) and to Shanks.

Wow, I agree with most of that, although I never thought about the Giants going to W7 as foreman. I just expected them to take the Enies Lobby door (the huge one) and turn it into a raft.

In regard to the WG, though...I think they'll recover the Blueprints, which will give Franky further incentive to join the Strawhats. It's his style...he's not going to abandon his family, and he's mortal enemies with the Strawhats, but under the guise of trying to keep the world safe, he's still able to achieve his dream of building the greatest warship.

That'll be something to see. Shanks' and/or Ace's reactions to the news that the boy went and attacked the world government's first line of defense for the sake of two people.

Also, a possibility I thought of: Did Blue Kiji give Spandam the Buster Call snail with the permission of his superiors? Or did he do so completely on his own? If the latter, how will the government react to Kiji giving such power to Cipher Pol #9 (Particularly if CP9 somehow uses and bungles the Buster Call)? Could it be enough to actually get him kicked out of the Navy?

I just had a wild thought: What if the Golden Snail Phone is a complete and total bluff? Yes, it can call Buster Call, but what if you need some kind of passcode to initiate it? What if, should that be the case, Kiji didn't give Spandam the code (either out of laziness or because he didn't want Spandam having the power)? After all, it's the threat of Buster Call that has kept Robin compliant. There really isn't any need to actually use it so long as Robin stays obedient.

Coby is about as likely as Ghin; they're both in Grand Line, but because there are different "paths" that can be taken, they could be anywhere along its straight. I doubt we will have characters run into one another until all the paths converge at Raftel…it'd be kinda filler, y'know?

What has me wondering the most is that Enies Lobby now boasts thousands of witnesses that 3 galley-la foremen, round 50 W7 citizens, and 2 of their own gate guards have attacked the island. When they somehow escape, they'll be unable to return to Water 7 as they'll be top-wanted criminals.

To me, The only solution seems that after all this the governments Pluton-plans and Water 7 wrong-doings are about to become public, and they're forced to cover the entire thing up; the entire blame would be put on the Straw hat pirates and the giants, with the FF being labeled straw hats, and the reason being "freeing government captive, Nico Robin"
Then, the galley-la could return to water 7, the giants would leave for Elbaf (propably swimming), and the FF will go underground, or perhaps make a floating mobile-home.

As for Cp9, It'll get disbanded for sure, but I could see Spandam and Lucci, and perhaps some of the others being imprisoned for some sort of betrayal. I could also see one or to of the tougher guys being seemingly killed, like Shura or mr 1.
I'm sure that nothing too serious happens to Fukorou and Kumadori - in fact I could see them resign afterwards, and go on mini adventures.

As for the government…if I were them, I'd immediately Sic an admiral or Shichibukai on the Straw hats.

**True. But your speaking from our point of view. Luffy had a immpreesive bounty upon entrance to the GL and he has an immpressive bounty now. But what have they seen him do? I'm sure to the Gorosei the Mugiwaras are just robins "tools" or "pawns". I don't think they have the slighest clue that robin actually cares for the mugiwaras. So to them it is the same situation it has been with Robin ever since she was eight. Having franky as a mugiwara might change this.

As for why they don't take luffy seriusly. I'm sure there are many other pirates that have a 100 million bounty. Luffy has a huge bounty, but there is still a big ap between lufyys level and what the Gorosei deal with. There are other pirates under the great pirates, who are well blow whitebeards power but way above luffys current power. Which is why they don't have any logical reason to take him seriously, yet.

I was poking fun at my own confusion, because your argument was ambiguous, consisting of speculation/opinion treated as fact ("and if they're smart…") as well as noting that Crocodile IS among the Marines/WG's best weapons, even if he was not the best. That's not really for us to determine, though, because we recognize that bounties are only useful for giving a general idea of a pirate's threat level, and in respect to the Alabastia arc, Crocodile was among the worst. I mean, looking at Dorry and Broggy, who were supposedly strong, Croc is god-like, which should have been good enough indiciation that his bounty must have been somewhat lower than it should have been. One might argue that Dorry/Broggy were taken by surprise, but notice that Crocodile planned for most instances of surprise, and had contingency plans just in case.

My point is, though, that we cannot assume the WG/Marines have special forces outside of those that have been already revealed. CP9 is the highest and secret division of the Cipher Pol squadrons, and it was involved with the extermination of a HUGE threat to world stability; O'hara's archeologist translation of the Poneglyphs. I cannot expand on this without going into personal opinion, but that seems like a good indicator of CP9's status as the most reliable, and secret, of the WG's assets. Yes, the government has other assets, but we CANNOT determine how powerful these assets are (aside from what we have already seen) without delving into possibly wrong territory. Until Oda gives us otherwise, CP9 is the premiere secret organization of the WG, Sengoku is the Marine commander in chief, and there are seven pirates who were considered deadly enough to hire out as mercenaries.

Once the Gorosei learn of Luffy's (successful) attack on Enies Lobby, after barely escaping Ao Kiji, if they don't wet themselves, then they are utterly unflappable.

I can forsee only two possible outcomes:

(1) Luffy will be offered the vacant Shichibukai position(see the Stupid Predictions thread)
or
(2) They will be deemed too dangerous to allow free movement, and CP squads will harrass them from now 'til the end of the Line.

Even then you're forgetting the admirals and vice-admirals. Vice-admirals are at least trustworthy enough to go on Buster Calls, too.

The original point was not taking Luffy seriously, and they don't. So I gave a reason, which doesn't seem wrong considering they did just what I said they did and gave Luffy only a bounty, not having him hunted.

As for Crocodile, what I meant was that he was a great weapon. One of many. If he has any equals, then he really isn't much to fear from them.

**True, no government would let a true "Rising Star" unattended to. But this if from our point of view not theirs. And while Luffy does have an immpressive bounty, he is nowhere near the elites. There is a huge gap betwenn luffy and whitebeard, so logicaly there are many pirates filling that gap. And while he did have a pretty good price on his head when he entered the Grand Line, he is not the oly one. I'm sure there are a bunch more pirates entering the Grand Line with a bounty simalar to luffys. And while a 100 million seems like a LOT to us to them he is just another 100 million man. How shocked were you when you found out crocs bounty for the first time? Or DonFlamingo? The government don't know luffy as we do, so it's only logical they don't take him seriously, yet.

Even with Robin they have little reason to take him very seriously. To them it is probaley no different then when she has joined other orginizations. They most likley think Robin is using luffy as a pawn.

I would bring you a few things to consider on this matter.

1: The first thing we saw in Galley La dock 1 was them building a ship for the navy
2: The ship survived Aqua Laguna, because it was inside Dock 1 and safe
3: Iceburg said he owed them
4: Tom said that if you "put a jolly roger on the side, it's a pirate ship. Put a seagull and it's a navy ship."

Considering how much Spandam's been gloating over the Golden Snail Phone, I would love to see Luffy, after beating the crap out of Lucci, just CRUSH it in front of Spandam's (and, more importantly, Robin's) eyes. This, I think, would not only make Spandam crap his pants, but it would show Robin that, with him around, she has nothing to fear.

Also, if everyone's bounties are increased, I would like to see the reactions of many of the people that the Strawhats have encountered and befriended on their voyage (East Blue, Alabasta, etc).

They're very obviously not just dumb animals as they're repeatedly displayed the ability to display the speaker's emotions based on the tone of their voice. Luffy crushing it would just come across as cruel as it's not the Snail's fault that Spandam is an idiot.

The citizens of Water Seven would, I'm sure. There IS some evidence to support his words. Franky could reveal himself as Cutty Flam, people could potentially remember Spandam as the CP5 agent that took Tom. Unlikely, though. What if the Straw Hats stole the Buster Call snail? Granted, using it would probably just broadcast their location to those who'd be performing it. But still, the fact that a PIRATE CREW has the ability to wield Buster Call at all would scare the hell out of the WG. And it'd make a heck of a trophy for the crew.

Sanji didn´t crush a phone snail, he crushed the speaker which is only a small part of the snail´s shell. The main part of the shell aswell as the snail itself remained in good condition.

The Golden Den Den Mushi however don´t have any speaker, so crushing the shell would mean crushing the snail itself because they are attached to each other.

If the Buster Call DOES get summoned, the crew actually has a handy way of getting out. Most of the Navy (particularly those who'd be carrying out BC) likely know the kind of ship the crew has (Smoker sighted it at Logue Town, I think, and the Navy chased it at alabasta) BUT, they dont' ahve that ship anymore. They could potentially sneak by any attempts on them for a while simply by virtue of now having a new ship.

While this might be a good idea against a fleet of normal Marine ships (like for instance it happened with Hina´s blockade at Alabasta) I have serious doubts that it would have any effects against a Buster Call fleet.

So far the Buster Call fleet has been discribed as something that leaves no survivers and eliminates everything that moves within the target. So if the target is either Enies Lobby or Water 7 then they will also destroy every ship that tries to get away from there. People who are in charge of such a destructive force are not that stupid to let anyone get away. Otherwise the fleet itself would be nothing but a joke if it is left within the hands of idiots.

And your point is? Nezumi is a East Blue Marine Brach 16 retard captain that can´t be compared to Marine HQ guys like Smoker or Hina who both seem to have potential for more then just beeing a captain.

I seriously doubt that somebody like Nezumi could ever become a Marine HQ Vice-Admiral, since he even isn´t a Marine HQ Captain.
