If you're talking about the person who writes the most per post, then there's no real need for a category as there isn't a person here who is in my league.
The Newbie Guide alone skews it in my favor.
I suppose this does bring up the topic of Honorary Awards, wherein a single person can be awarded a special award of their own without a vote. Let's hold those to the same standard as the individual categories.
If nothing else, we could have a Boardtime Achievement Award for a single person. The individual who has done the most for this board in his or her time here, but without being a Mod. Any of those should go just in the Arlong Park Hall of Fame automatically.

Those would work. Some of them, oceanizer springs most easily to mind, would be a shoe-in, but they would already be in any AP Hall of Fame class simply because they're mods.
I was thinking more along the lines of the Arlong Park community itself rather than just fandom in general. People like Cosmic, omae, Buccaneer, ooshi, and what-not.

Can someone be nominated for two categories or more?
My position on that is that it would be best to put a cap on maybe two or three at most, but not to have Pirate King and Queen / Greatest Person Ever count against that cap. If nothing else, this will keep people from simply nominating themselves for every category.
Really though, it's up to Senshi. I'm just throwing out suggestions to keep this from further decaying into an endless loop of "I nominate myself" posts.

And even so, might I remind you of Marcel Proust's masterpiece, In Search of Lost Time… not that I want to compare my ramblings to such a work of art but they do hold some carefully placed educational value hidden inside the seemingly random stream of thought and events.. not to mention they are to some people quite humourous (atleast when I tell em to the people I know in real life to update em on the newest crazy things that have happened to me).

I've never read any Proust myself, I have read a bit of Joyce however. Some people reputedly claim that Finnegan's Wake is written in English; I, like one of the assistants at the Straight Dope, prefer to think of it as Joycean, an unknown language ranking up there with the Cretan languages for it's unbelievable resiliency against all attempts to read it in its native language or render it into a living language.
I really don't have anything against stream of consciousness writing, as I often write in that manner myself. On the other hand, the bulk of my posts on this board have not been in that vein, but are direct, albeit overly wordy, responses to topics raised by other worthy members. Had I any desire to say, describe a baseball game that I had recently attended or a play, as I plan to attend a production of a Christmas Carol tomorrow night at the University of Tennessee's Clarence Brown Theater, rest assured that I would be more than capable of assailing such an endeavor.

To be honest I don't even really remember reading your posts before.. but that is probably because you post in topics I haven't read since other here have mentionned your name in regards to writing style.

No, no, I wasn't trying to be sarcastic or anything like that. I genuinely do like the atmosphere that this board has, which is largely because of the relatively easy-going attitudes of the Mods. I'd never suggest that going off topic is a bad thing, just look at the last chapter discussion where omae, Ivotas, and I switched the topic entirely to a debate over the effects of seastone and water on Devil Fruit users. I'm the last person that should ever complain about such a thing.
It just amuses me that, whereas on a lot of boards the Mods are always ordering people to be on topic, here it's just as likely that they'll veer off into random directions.

This particular forum isn't that old, but the actual community is quite a bit older than it is. I joined Arlong Park about September or so of last year and a lot of people were here quite a bit earlier than I was. Many of them don't post that much anymore, if at all.
But six months to a year does seem a bit excessive.
