Wow, Ubiq, you really put a lot of thought into events in the story. I never even thought much about Mariejoa (I wonder why it's called "the Holy Land" anyway), thanks for bringing that to my attention.
Eh, I'm just used to thinking about such things. It's nothing more than a theory built on only the most tenuous of connections. We know that there was a great cataclysm in the past and that there's a Holy Land that is the seat of the World Government.
Because if you go back in time, there had to be some other group of jurors who convicted pirates, . Do you know what I'm saying?
Here's one way that this might work.
Jury 1: Prisoners A, B, C, D, E, F, G, H, I, J, K, L
Prisoners A, B, C, D are executed/sent to Impel Down for their crimes when a new batch of prisoners arrives. They are replaced by the new additions.
Jury 2: Prisoners E, F, G, H, I, J, K, L, M, N, O, P
Prisoners E, F, G are executed/sent to Impel Down for their crimes when a new batch of prisoners arrives. They are replaced by the new additions.
Jury 3: Prisoners H, I, J, K, L, M, N, O, P, Q, R, S
Prisoners H and I are executed/sent to Impel Down for their crimes when a new batch of prisoners arrives. They are replaced by the new additions.
If so, the last act of a juror is to sentence the new arrivals to death or life imprisonment after which their own sentence is carried out. Most likely a person is only on a jury until Enies Lobby recieves enough prisoners to replace him. So a man might be on several juries, just one, or may never even make it on a single jury. They might even mix the juries up a bit to make sure that a single crew doesn't dominate it. You never know when somebody might try to help their friend survive even if it costs them their own life.
Plus they probably try to pick the most vicious pirates possible to make sure that they have the proper "if I'm going to die in Government custody, then they will too" mentality.
