The Emperor designation is mostly Morgans' opinion at this point, the government still doesn't see Luffy as a physical threat, only the Gorosei (and Im) see his rebellious potential because of the Nika fruit.

Seriously, can you imagine the same procedure if instead they were dealing with Kaido and all the Calamities and the Flying Six here? Or Big Mom and all of her Sweet Commanders?
Would the WG seriously dare the confront them with this glorified Buster Call, while thinking they could actually win this just with that amount of military strength?
Besides, not only does Luffy completely not feel like an Emperor, he just does not behave like one, too. The way he acts feels more like what a mere bankrobber or terrorist would do.
If he indeed were a Yonkou not only on paper, he would behave way differently. Like, he could claim Egghead his territory - and the WG would also behave very differently. That is, trying to actually start some real negotiations. That is, negotiations on eye level...
This just shows that neither Luffy is a Yonkou nor anyone in-universe actually takes him serious as one. It's just to sound awesome for the readers, but it has absolutely no substance within the context of the OP world.
