But, isn't it strange, that Oda Shows Shanks from this side? In the Panel above he was on the right, so we saw him from the left. But the last Panel showed him from the opposite direction.
I know, this would be a bigger deal in a movie than in a manga to Show chars from different angles in a single scene. Anyway, in the last Panel we see his unscarred half of the face. If we saw the scarred half of his face, it would have been a huge imply that Shanks wants to talk about BB, as that scar would have jumped just into the readers' eyes. But Oda (IMO intentionally) showed us Shanks' unscarred half of the face. Could this be a hint that he doesn't mean BB but Luffy? or is Oda playing with us again?
A more obvious imply, that Shanks meant Luffy would have been a Panel where Shanks "Held his lost arm" (in quite a similar pose as Luffy where he said "even if you die, don't die" to Jinbe).
But Oda decided to be more decent IMO.

luffy is unlikely i think..shanks knows that luffy likes to have a big bounty and also that while not completely deserved, he still technically did most of the things the newspaper said, just without the context of all of it being deliberate with him at the helm.
blackbear would of course being the safest bet since it's shanks we are talking about and last time he had to talk about something, it was him.
the leader of rock/lock would make sense considering the chapter just introduced them and they have been introduced as an incredible threat

it is the symbol of the pact that created the tenryuubito and some sort of sacred place for them..if you want to piss them off and declare a war on them, destroying that symbol might just be the shortest path.
