I don't know wolfwood. Did he really wanted to murder them? If you look carefully, after he received the order from Charlos, while he did say "yes sir", he goes on to attempt to calm down Neptune by saying "don't act recklessly" or something like that. I didn't get the vibe that CP0 were following the orders, or giving the speeches as blind followers, but rather as someone who understood the world politics. It felt like they knew to fight a celestial dragon at the reverie would have serious global repercussions that need to be avoided. And the best course of action right now would be to wait for the higher ups decision.
I don't think that was Lucci telling Neptune not to be reckless. I think it was Vivi or one of the others that were trying to diffuse the situation.

Reigning in the "Oh you don't know about X? Let me tell you all about X!" impulse that would likely result in a small essay, my avatar and sig are fanart of a character from a visual novel series called "Umineko no Naku Koro ni" (a.k.a. "Umineko: When They Cry" or "When the Seagulls Cry") - sister series to "Higurashi no Naku Koro ni" ("Higurashi: When They Cry", "When the Cicadas Cry") in case you're familiar with that franchise.
It's styled as a classic mystery novel (or is it?) but beyond that I'm hesitant to say too much… I'm a firm believer that new readers should go in blind. Very long (12-16 hour read time for EP I, out of eight total), strictly linear (no choices/branches), the first part of EP I tends to drag on a bit (giving time to set up the characters and situation), and the original artwork is fairly amateurish (though charming in its own right once you get used to it), but it has an amazing soundtrack and the story is extremely engaging once the plot picks up. I happen to find it to be a spectacular series, personally, and have been advocating for it since ~2008.
There is an anime season (of dubious quality) covering the first half, a manga covering the full series, and the original VNs are on Steam now if you're interested.
If you are, go out of your way to avoid spoilers as best you can - it's a wild ride.
