This seems to be Wano-centric, gonna love it.
Does anyone know how they'll update some data like bounties? I mean, how are they going to add ex. Big Mom's bounty to the card? They'll made a whole new one (maybe with her Wano outfit)?

The choice to say "New starter set" instead of "starter set vol 3" makes me worry it'll end up being half Wano-disguise Strawhats to go with the Luffy-taro and Zoro-juro cards.
Still very exciting, and if we are getting Wano characters, I'm curious to see how close to current chapters the coloured panels end up going.

The online vote options for the big worldwide poll seem to be based on the same list of characters for the Vivre Cards, although the order doesn't seem to be exactly the same as the Vivre Card numbers. With a bit of time and effort, it should be possible to make a reasonable guess at all the leftover EX-characters and numbers.
You can also see they've used a lot of the same art. Characters who got full cards to themselves have clean, isolated official art matching the stuff on their cards, while EX-characters tend to just have cropped panels.
The Wano characters don't seem to be quite databook ready yet, so they're pretty inconsistent, but from the art that's actually coloured and isolated from backgrounds, the safe bets for full cards in the next pack seem to be Hyori, Denjiro, Shinobu, Tama, Tsuru, King, Hyogoro, Toko, Orochi and Yasui. Possibly also Kawamatsu, who's had his background erased, but hadn't been coloured by the time the website went up.
Volume 93 also seems to be mostly if not completely coloured from art here, but I'm not holding my breath for a release anytime soon.

Yamato will doubtless be getting a full card eventually, but I imagine he's in colour and backgroundless here mostly because they just used the art from the Jump cover he was on, which wouldn't have had a background to begin with.

Obviously I don't have the time or energy to check all the nearly 1200 characters listed, but from selecting a bunch at random, it seems to hold true. And there's the same distinctions even for the Wano characters. I think this is a better metric for full cards/ex cards than the isolated art I looked at before because some obviously-ex characters have had their backgrounds erased for whatever reason (most noticeably the Oniwabanshu)
The currently un-Vivre Carded I think are up for full cards are Kaido, Raizo, Morley, Belo Betty, Lindbergh, Karasu, Oden, Hiyori, Denjiro, Kiku, Ashura Doji, Kawamatsu, Shinobu, Otama, King, Queen, Toko, Yasuie, Orochi, Page One, Ulti, Who's Who, Black Maria, Sasaki and Yamato.
That's little less than two booster packs' worth, so if I had to guess I'd say the new starter set will have the Revolutionary Army commanders, the remaining Scabbards and the Wano civilians, and will be eventually followed up by a pack with Kaido and his crew, plus the Wano nobility and Yamato. Probably a few more ex cards and skills cards than usual per pack to make up the shortfall in characters and catch those areas of the databook up with the rest.

So given that the Luffytaro and Zorojuro cards were released with the Index Set, I think (or at least, I hope) they aren't included in this set. Here's how I think it might shake out:
- Nami through Brook cards with their Wano aliases and outfits - Jinbe is a possibility here too, but I think there's a chance he's not included. So that's 8 cards if Jinbe gets one.
- Oden and the Scabbards who haven't gotten cards yet - Raizo, Denjiro, Kiku, Ashura Doji and Kawamatsu. That's 6.
- The remaining two cards would most likely be Kaido and Orochi, or maybe Kaido and Yamato for marketing purposes (I'd definitely love a Yamato card more than an Orochi one, but Yamato's still a new character).
- Other potential candidates for cards if any of the above characters don't get one: Izo, King, Queen, Hiyori, Hyogoro, Prime Whitebeard, Marco, Ace (yeah…)

16 including ALL the SHs is really poor. Hoping for less of them. If not, I assume the other 6 (sigh) will be: O-Tama, Oden, Kiku, Kaido, Orochi and Tonoyasu.

I don't love having yet another card for every straw hat, but such is life. I agree with the sentiments that Luffy and Zoro will be left out after being in the Index Set, and Jinbe probably won't be there due to not having a distinct Wano disguise and persona, and also signs suggest the unreleased colour volumes aren't nearly far enough along to touch his Onigashima stuff.
My guess for the linup:
Nami, Usopp, Sanji, Chopper, Robin, Franky, Brook, Morley, Belo Betty, Lindbergh, Karasu, Raizo, Ashura Doji, Shinobu, Otama and an EX Card. Although, it wouldn't shock me if they held any combination (or all) of the last four characters back for more EX and skills cards. -

I'd be lying if I said I wasn't a little disappointed the whole crew is getting Wano cards. Is there actually enough Wano content for everyone to justify this, especially considering the colour version they like to use for the visuals is so far from the present? Also a Stealth Black card in addition to San-goro? A new Jinbe card now he's actually a full-time crewmate is a welcome addition though.

Well, they are continuing the EX characters where they left off, which was at Jaya. And simultaneously starting at Wano.
Kinda noteworthy that the text next to Yasu reads "Shimotsuki Yasuie & Toko", so it is possible that they'll share a card.

A little disappointed the binder cove is reusing existing illustrations; I really liked the style of the first two binder covers. Not sure I like this one being specifically Wano themed.

Actually, that's gonna be great. I think most islands in the New World have had precise, X number of days travel times between them, so Tama's birthday should allow us to effectively backdate most of the post-timeskip material. That's gonna be fun.

Yeah, of course they’re not obligated to have any bearing on the series, since birthdays can be gags, but it’s still nice to have at least some idea to latch onto on certain dates for those that are really curious, like the idea of how Whiskey Peak and Enies Lobby happened between February 18 and March 25 because of the dates given on the cards.

(Hell, by my calculations, the crew left Thriller Bark around or on Bonekichi's birthday. Depending on how you interpret the more vague gaps between arcs, Liar Bu might have had to deal with Thriller Bark on his birthday, the poor guy.) We might even have a bunch of characters coming up technically a year short, maybe even two depending on what time of year post-timeskip is taking place. Meaningless in the grand scheme of things, but I think it's interesting.

And by the time the Straw Hats supposedly arrived at Whiskey Peak on February 18, Vivi had turned 16 and Robin had turned 28 about two weeks prior. Miss Valentine would have also turned 22 four days earlier on February 14, and Sanji would have probably celebrated his birthday during or around the time of Alabasta, followed by Franky’s birthday a week after his, followed by Tom’s birthday a week after that, suggesting that Lucci revealed his true identity to Franky and asked for Pluton’s blueprints around the day of Tom’s birthday. Like you mentioned, it’s also suggested that the Straw Hats met Brook around his birthday of April 3, since the Sunny was completed on March 25.

I did not know they revealed the Thousand Sunny's completion date. I always assumed Luffy started his adventure shortly after his 17 years old birthday so that would be around May in my mind.
