Pandaman was already counted, albeit as an ex character. He was number 80. A few of Ace's crew are recognisable during his flashback at Marineford and Tengu's flashback at the start of Wano, but the ex cards seem to have skipped over the Marineford ones. Possibly because the only art that exists of these guys is either sketches or super zoomed out.
I also wouldn't mind seeing film characters actually, so long as only the character and not the full movie is canonised. Zephyr and Tesora could easily be numbered based on the colour spreads they appeared in, but you couldn't do the same for Shiki. I think the space where he'd go if he was numbered where his name was dropped is also full. They could do them as numberless cards, perhaps. Or count backwards from 9999 for the psuedo-canon characters.

Don't forget about the Charlotte children who were revealed in the magazines. The boxes they used from the manga next to their concept sketches are either somewhat difficult to make out or their faces were partially obscured.

I get the feeling that characters who are sketches only are likely to be skipped over from what we've seen. Some SBS-only folks like the East Blue Minatomo have already had their places taken. It seems to be characters who have appeared in the actual comic only. There's hope for people who were only mentioned though, given that Louis Arnott got an EX slot with just a picture of his book in the frame. Wonder what they'll use for Willie Garron; the falling ship, maybe? (Plus this also makes it reasonable that Shiki could be counted, and if he's in, other movie villains could be too.)
I could see them perhaps doing an unnumbered set for psuedo-canon characters like the SBS additions or the characters Oda designed for movies and games. (and yet, they could choose not to, to leave Oda the freedom to canonise them later like he did for Chaton and Momousagi). A promo Vivre Card for Douglas Bullet would be a pretty decent ticket-purchase bonus for Stampede, even if it would be a nightmare for someone like me to get.
Don't forget about the Charlotte children who were revealed in the magazines. The boxes they used from the manga next to their concept sketches are either somewhat difficult to make out or their faces were partially obscured.
While I haven't gone through and looked for all of them, it sounds about right that all of the Charlottes have appeared in at least one panel. The team behind the cards have done some good work extending art that was cut off by the panel and redrawing bits that were obscured by text boxes, speech bubbles and other characters so far, so I'm sure they can get together enough art of at least an EX card-sized portrait for each of them.

Addendum to my reply to Moriah, a quick scan of the wiki suggests that Charlotte Gala is the only member of the family not to have appeared in at least one actual, canon panel, although a few of the others are going to need a lot of zoom and enhance if the databook wants decent quality art of them.

Hello Oro Jackson this is your monthly compilation of latest vivre card info which has sort of gone MIA for several months due to my laziness.
Characters this month include: Kaku, Kalifa, Rob Lucci (CP9 Ver.), Blueno, Spandam, Jerry, T-bone, Wanze, Nero, Jabra, Fukurou, Kumadori, Baskerville, Spandine, Momonga, Chinjao, Sai, Kelly Funk&Bobby Funk, Elizabello II, Suleiman, Orlumbus, Cavendish, Rebecca, Bartolomeo, Ideo, Hajrudin, Bluegilly, Riku Doldo III, Leo, and Mansherry.
1. The name of the island in which CP9 agents spent their childhood: Guanhao (グアンハオ/冠昊)
↑This island right here with the tower and the forest is called Guanhao.
It is named after a Chinese One Piece fan who recognized said tower to be based on a tower in his hometown (Wenzhou, China) and sent a letter to Oda about his discovery. His message can be found in the SBS column of Vol.80. His name is Guanhao Wu (吴冠昊).
I guess this is the very first time for someplace in One Piece to be named after a reader.
(I'm not jealous. I am not.)2. All CP9 members, excluding Spandam and Nero (who has already been kicked out 2 years ago), are confirmed to have CoA (Busoshoku Haki) and CoO (Kenbunshoku Haki).
3. Lucci and Jabra are both 212cm (6'11) in height. Kaku is shorter, with a height of 193cm (6'4). However, we all know when they use their DF, Kaku, a giraffe Zoan, is the tallest.
4. CP9 members are, again, from all over the globe - that includes the Grand Line, and all four Blues. The reason they ended up being the World Government/Celestial Dragon's slaves and victims of child labor at a very young age is still unknown.
5. Kalifa and her father, two generations of assassins, are described as "a thoroughbred sort of family" lol.
6. The name of captain T-Bone's sword is revealed: Bamboo.
7. Wanze, the chef/fighter from CP7 whose ass was kicked upside down by Sanji on the sea train, is only 28 years old this year.
8. About Baskerville, the three attorney generals in Enies Lobby.
We all know that it is a Sherlock Holmes reference, and the one on the left is named Bas, and the one on the right is named Kerville.
And the one in the middle called himself "Princess".
Today is the day, my fellow readers.
I'm going to tell you this: his name is definitely not "Princess".
This dude, his name is "And" (アンド).
Together, they use a common name "Bas And Kerville" (バスアンドカビル), which, of course, can be abbreviated as "Baskerville" (バスカビル).
No wonder he calls himself princess. I can rela…no actually I can't.
Also, their birthdays, blood types, and favorite foods have made me truly disturbed -
Bas birthday: March.30th; blood type: X.
And birthday: March. 31st; blood type: XF.
Kerville birthday: April.1st; blood type: F.9. Suleiman is now aboard Cavendish's ship so he listens to Cavendish's boasts every day. They actually get along pretty well.
10. Chinjao is the same age as Garp. They are both 78 years old post-TS.
But there is an obvious age gap between their grandsons (Sai: 28, Boo: younger than Sai but should be 20-ish; Luffy: 19).11. It appears that the pirate ship of XXX Gym Martial Arts Alliance/The Ideo Pirates still remains unnamed.
12. In Cavendish's rough sketch, there is one sentence that looks like "originally set to be Ace's former rival" but that clearly is not the Cavendish we see today.
13. Bluegilly's tattoo on his (long) leg is a trend among the Long-leg people. It is supposed to make one's leg more stylish and good-looking. (Yup, look at you Smoothie Citron Cinnamon)
14. Bartolomeo's epithet "Cannibal" comes from his scary appearance and gruff attitude.
15. Favorite food
Kaku: banana, and

Wait… so Rokushiki was retconned into Haki?
I mean, I was expecting Kaku to be confirmed a CoO/CoA user because Lucci's first card said it was a standard ability for CP-0 members, but those cards also mention Kalifa, Blueno, Jabra, Kumadori and Fukurou as users of said abilities even though those cards don't mention them joining CP-0.
More: Lucci's new card which is specifically a pre-ts card (like the pre-ts SH cards) also mentions he had CoO/CoA, implying that he already had it back then. So, yeah, it seems like Rokushiki is now Haki.Kaku is from East Blue. For some reason I love that. And Jabra is from North Blue… I wonder if he will be another Vinsmoke fanboy next time we see him, it could be funny to see his interaction with Sanji.
And finally it is settled: Rebecca can use CoO.
And Orlumbus and Sai just became pirates and they already got 150~200 million bounties? Wow (and yet, somehow we didn't got Hajrudin bounty poster even though he's been a pirate for a long while...)

I was expecting Kaku to be a Haki user, since he's now a member of CP-0 (and the fact that fellow members Lucci and Stussy are also users). Wasn't expecting that for the other members, but since they're apart of the World Government's secret assassination unit of Cipher Pol (which means they likely do missions in the New World) it does make sense.

I don't think that Rokushiki is now Haki, they simply slapped Haki on them as an addition (because it makes sense… I guess... on a very basic level.... Tashigi style....no...? Yes, it's a mess... ).
Sanji also noted that Vergo was basically a "mass of iron", which fits the description of Tekkai. So using Coa + Tekkai doubles down on the defense (hard shell through haki, hard body through tekkai).

So they are indeed victims of child labor, I think that wasn't clearly stated before.

Maybe i dreamt it but i seem to recall it being adressed that the CP9 were orphans who were raised by the WG. Like i definitely recall them going back to their teacher and him already being in the process of churning out the next gen of Cipher children but i don't recall how much if any the specifics were expanded on

I only remember them going back to their home island, where we witnessed the next generation of CP9 being trained, but that could have been a special martial arts island or something (similiar to Wano having a samurai culture), especially since some of the children were also dressed in Chinese garb.
So in my head the government would simply "recruit" them from there, similiar to the Marine guys negotiating with Carmel.

It does raise some questions, such as why Lucci didn't use it during his rematch with Luffy at Enies Lobby (before he used his leopard form) or why Fukurou didn't use it to strengthen his attacks against Franky's cyborg body, potentially ending their fight quicker.

Well i can't really find anything where they specify details so i guess it was just a leap of logic that i made. My personal head canon was essentially that when WG people die with no next of kin their kids get put into the system and could end up on Cipher pol island as a child soldier in training, like did Kalifa assuming that her dad died in the line of duty of course. It has a more homegrown feel that i sorta prefer but eh it's all preference really

I took the names from the two new characters from Kaido's post up above without really checking them too thoroughly. I'm trusting them to be correct.
The most interesting thing shown in this format is the big gap between the last Impel Down guy and the appearance of Little Oars Jr. I assume this is gonna be some Whitebeard allies or Navy officers getting full cards of their own in a future pack. I'm gonna spend the next little bit putting the new characters into the visual guide, so I leave it to anyone else interested to try and figure out who the candidates in that space are.

I mean, I was expecting Kaku to be confirmed a CoO/CoA user because Lucci's first card said it was a standard ability for CP-0 members, but those cards also mention Kalifa, Blueno, Jabra, Kumadori and Fukurou as users of said abilities even though those cards don't mention them joining CP-0.
More: Lucci's new card which is specifically a pre-ts card (like the pre-ts SH cards) also mentions he had CoO/CoA, implying that he already had it back then. So, yeah, it seems like Rokushiki is now Haki.Kaku is from East Blue. For some reason I love that. And Jabra is from North Blue… I wonder if he will be another Vinsmoke fanboy next time we see him, it could be funny to see his interaction with Sanji.

I guess Hajrudin started out as a mercenary in Buggy's army.
Besides, Sai and Orlumbus by the sounds, though are officials in their countries, are also probably mass criminals despite their association. Don Chinjao was the head of the navy of the country(which was pretty much a gang) and was also a world renowned criminal. Don't think its surprising his grandson followed in his steps in some capacity.

It does raise some questions, such as why Lucci didn't use it during his rematch with Luffy at Enies Lobby (before he used his leopard form) or why Fukurou didn't use it to strengthen his attacks against Franky's cyborg body, potentially ending their fight quicker.

I agree, I'm not certain were people are getting the Rokushiki is Haki connection. Nothing in the post revealing new information specifically said Rokushiki and Haki are one in the same. I'm guessing since the main CP9 agents (with the exception of Spandam and Nero) are confirmed Haki users some are equating it with Rokushiki for some reason. Even though I'm pretty certain that Rokushiki is just martial arts style that requires extensive training to turn someone's body into a weapon (just as Zoro noted during his fight with Kaku at Enies Lobby).

We know Rokushiki and Haki should be two different things, the problem is that suddenly the Vivre Card seems to be treating one mastering Rokushiki as also having Haki.
Of course, one could argue what the cards are doing is simply revealing those characters gained the ability to use Haki during/after the time-skip. That could work if the reveal was exclusive to Kaku, Kalifa, Blueno, Jabra, Kumadori and Fukurou. The problem is that Lucci got a pre-ts specific card in this batch and it also lists as him having CoO/CoA, meaning he necessarily had it before the time-skip.
That said, the Vivre Card is not exactly the most consistent databook ever, probably a consequence of it being made bit-by-bit over time (for example, the first pack only had post-ts information on the SH cards while all the others - Buggy and his crew, Shanks, Koby, Helmeppo - covered events only up to the timeskip. On every pack since then, though, the cards are updated with current events unless explicitly stated to be a pre-ts card - like Lucci's now. Also, pre-ts cards list the age of the character pre-ts (and state so), while the cards on the first batch would list the current ages even though they are pre-ts regarding everything else), so trying to take it as one cohesive piece will always be faulty.

We can find evidence in the manga and the Vivre Cards that Rokushiki and haki aren't the same thing :
Despite not being a haki user Nero was able to use four of the Rokushiki techniques, Soru, Rankyaku, Kamie and Geppou so they definitely aren't related to haki.
As for Shigan, Lucci wasn't able to hurt Luffy with it and specifically said that he survived thanks to his DF. With haki Lucci would've been able to pierce Luffy's throat. Only Tekkai is left unclear, but if 5 techniques out of 6 have no connection to haki whatsoever I don't see why the 6th one would. -

So, unlike a lot of the early respondents to the info, I really like the idea of pre-timeskip Cipher Pol having haki. Given the similarities between techniques like Iron Body and Paper Art to what haki actually does it makes sense the two would go hand in hand. It makes sense the World Government would have some kind of starter training that leads into haki, but can be achieved with pure strength/technique rather the abstract spirit/ambition stuff that real haki is. Nero lacking the talent works really well with Lucci's dismissal of him too. It makes sense in terms of where Oda was at with creating the story, since haki starts getting properly solidified as a concept after the Cipher Pol Saga. We know Oda had a vague form of it in mind long before that, but the comments passed on Garp's ability to deal blunt force damage to Luffy in volume 45 strike me as one of the first times it really started to get nailed down. Hell, as Jabra linked, there was more than enough of Lucci dealing damage to Luffy with a closed first to justify it (mangadex joining the pages the wrong way gave me a mild aneurysm when I opened it tho).
And I like that this choice, be it planned in advance or a retcon that just really works, goes a long way to silence the power level-obsessed area of the fanbase that complains CP9 was too weak and lacking in fundamental skills to be an elite unit, and strongly counters the idea that fights will ever just be straight up haki contests. Almost all the crew has canonically beaten a haki user before they even knew what haki was - Oda wants us to know it's not the be all and end all.
Elsewhere in the pack, there were so many characters I'd forgotten from the Alabasta era. I feel like I never knew so many of Koza's rebels were named characters. Speaking of, can anyone tell me if Natto grew up to join the rebels? He's the only main one of the childhood gang I couldn't see as an adult anywhere.
I wonder what the heck happened to the numbering around Impel Down. There are so many characters that are just way out of place and it doesn't make any sense to me. Similarly, it's hard to make sense of the five characters missing from 622 - 626. The only things that fit in there are Vice Admirals, the Giant Squad and some more Whitebeard allies, but I can't really imagine most of those being justified having a full card. Possibly Bastille could have his own card numbered in that range, but I have no idea what the rest could be.

An incredibly bold prediction, but I'm for it. They could do a whole EX card just for Oda-designed non-canon characters. Number Zephyr and Tesoro for their colour spread appearances, and so on.
Hell, I'd also take Oda's original characters for games. Issac from World Seeker and Red from Unlimited World Red (the Bat Bat Fruit, Model: Vampire is too good an idea not to canonise). It's a shame there's not much of a way to decide on a number for them like there is for the movie characters.

Them suddenly learning it now would, if possible, be a worse retcon than the lazy oh they had it all along but never used it, or they used it all the time we just never showed it bullshittery

If they had it before why the hell didn't Lucci use it when he was using finger pistol and hit Luffy like a 100 times in the beginning of the fight? That would have ended the battle pretty damn fast lol

tl;dr: like the SH, Lucci got pre and post-ts cards. His pre-ts card already lists him as having CoO/CoA. But VC is full of little inconsistencies, so it wouldn't be impossible for his pre-ts to mistakingly list his post-ts skills.

Lucci's post-ts card explicitly says he learned haki during the timeskip.

I would imagine CP9 being some of the premier assassins of the world that they should at least have some knowledge of Haki. They don't have to be like Z or someone, but know enough to call on it when in a pinch.

Just some useless trivia I want to throw out here, but Fukurou's favorite food "Chapati" might be a nod to word he usually ends his sentences with "Chapapa". Just as Lucci's least favorite food is nod to fact that he has little respect towards his former boss/current subordinate.

It hasnt been super consistent always but there are definitely scenes I remember of luffy getting hit by regular attacks from lucci and suffering pain
