The exception being one of the April packs which according to the list is centered around the Blackbeard Pirates but the name of the pack is Shandora Warriors vs Gods Army Forces. Granted both Skypiea packs will likely also cover characters from the Jaya arc as well, so the Blackbeard Pirates will likely be part of that pack.I'm guessing the starter pack for the second folder will likely focus on characters that didn't make the cut in other packs due to the 16 card limit such as Dorry, Brogy, Rosward, Charlos, Shalulia, and possibly Domino, Mr. 9, Miss Monday, Chessmarimo, and Bluejam.
After going to the One Piece Wiki and Amazon's page for the second folder some of cards have been confirmed for starter pack:
- Going Merry
- Thousand Sunny
- Sabo (I'm guessing age 22)
- Issho
- Kuzan
- Sengoku
- Garp
Enel is listed for both Sky Island's Powerful Enemies and Shandora Warriors VS God's Army!! on Amazon's description for the packs so I'm not certain if Amazon mixed up or what's going on.
Merry and Sunny confirmed to have cards then? That's our 11 and 12. Pack it up, boys, the crew is done. It's all over.
Gonna be interesting to see what does make it into the second starter pack. I think they'll save the World Nobles for a specific Reverie pack, even though most of them have appeared already, and I'm not sure Chressmarimo is worth his own card (surely everything relevant about him is already on the individual Chess and Marimo cards) but the rest you listed would probably be best included here.

I'm curious to see what the Punk Hazard pack contains. Even assuming both the dragons and both the Yeti Bros get individual cards and Kin and Momo aren't saved for a hypothetical Wano pack, I still don't think it introduced enough new characters to fill a booster. I imagine it'll have a few extra Donquixote family members to take the edge off the inevitably bloated Dressrosa packs.

13 is already Vivi. She's an honorary or extra Strawhat, apparently.
Plus Roger is #14 which likely makes Jinbe the last member of Straw Hats.

Same thing could have been said for Vivi. Some people thought both Vivi and Carue would be grouped with the Strawhats, others like me thought they wouldn't. Neither happened, instead Vivi is grouped with the Strawhats and Carue is not.
I'd wait until the card comes out instead of assuming their position in the databook. Maybe they're #000, maybe #13, maybe they're both #12 because they're (maybe) possessed by the same Klabautermann, maybe their cards aren't even numbered.
I'd just wait until March or earlier if we get a preview of the set.

If Merry Go was going to go in the middle of the set, it'd be between Nugire Yainu and Banchina, but they have consecutive numbers. Thousand Sunny could still conceivably go with its actual introduction in Water Seven, but if Merry belongs up the front, Sunny does too. The only other way I see is to only number the Kablutermann they possibly share and have two cards for it, one in either ship. Buuut I feel like they'd have separated them if that was the case, rather than having two different cards for the same number in one pack.

They could both be 12. They won't be 0, because that's already designated to the customisable "My Card." So they're 11 and 12, or they're both 12, but for the reasons outlined in the post this one's inevitably going to be merged with, I kinda doubt that at this point (I was a strong advocate for that earlier in the thread, but now I'm not so sure). With 0 taken and Merry's chronological spot snapped up, there's not really another way they could run.

I feel Merry getting a main crew spot but not Sunny would be like Karoo getting in but not Vivi, but we'll see. I do like the possibility of other ships getting their own cards though. I would love to see more blueprints/layouts or crew sizes for different ships. However, all the East Blue numbers are basically accounted for (the last three blank spaces obviously being Fullbody, Moomoo and Hachi) and there was no Baratie, so I'm not going to get my hopes up.

For now, I'm in the "Merry and Sunny will share the #12 card" camp. I really really think we're getting another crewmate (and I'm sort of, semi-inclined towards Carrot, but far from being convinced), though that may end up being Vivi. Although that goes against Oda's numbering system where she's always been no. 5.5, and she's always been treated as a pseudo-crewmate. But who knows what Oda has planned.

I also believe that Sunny will be the 12th card but how it will be with Merry … questionable, considering that the Merry was replaced by the Sunny. I think it's most likely that Carrot will be the next crewmember, but it could also be Tama ... my problem with that would be that she's too young. But wait and see how things continue in the Wano arc.

Unless Oda is counting it as a SH too, it's also been consistently written the ship to be somewhat alive, been called a Nakama by luffy amongst very few characters and then there's San Juan Wolf's epithet in the opposite side.

I can agree to that. To me, I view Merry and Sunny as a Strawhat, but I've always viewed them as one(even if two different ships, just same spirit)

I can't help but feel like Merry and Sunny's card will be handled differently. I don't think they'll get a number or maybe they'll share the #13 spot. At the very least Merry and Sunny should share a spot.
1. We don't have a 2.9 fruit user. None of the existing Strawhats show any interest in acquiring a DF with those parameters. Also having established main characters get a DF after 10 to 20+ years seems unlikely. The only existing Strawhat that doesn't have a DF that hasn't explicitly shot down the idea is Zoro and there's no way Oda is going to give him one.
2. Luffy said that he wanted at least 10 nakama, so we're due for at least 1 more after Jinbe. So at the very least Merry and Sunny would have to share a number.
3. Have we even gotten multiple variations of a numbered card in the very same pack? Makes me think Merry and Sunny will be handled differently. 000A and 000B or something like that.

We'll just have to wait until the databook update drops in March so who knows. I do think the Vivre Card databook will be of lasting authority in these nakama discussions. The databook was conceived as being future proof so I don't think they're going to come out with a Vivre Card 2 databook with revised numbers rather than just continuing to release expansion packs.

I actually made this graphic about a year ago so its been interesting to see the Vivre Card databook unfold.
Sunny having a giant #13 on it only made sense if it.
A. Sunny was the literal 13th Strawhat, which instead appears to be Vivi according to this databook.or
B. The giant #13 on the Sunny would be symbolic of the total number of future Strawhats (well 12 members + Vivi).
Given that A doesn't appear to be the case now that Vivi occupies #13 as a former SH in the databook, I think B is the case. It'd also be really weird and awkward for the Sunny to have a giant #13 on it but actually be Strawhat #11 or #12.
So…. I think we just have to wait and see. As it is, I don't really see Sunny occupying #11 or #12.

I am not sure that the cards and their numbers are actually going to say anything meaningful about the crew. Is Vivre Card really going to reveal someone joining the crew before the manga does? Especially since it isn't written directly by Oda. So even if all of these numbers are filled, I don't think that excludes the possibility of a tenth crewmate. Now, if there is someone yet to join, the obsessive part of me would like if 11 was never used and both of the ships had 12, just so nothing becomes out of date…but either way, it won't matter to me in the long run.
Though it's not like I see a crewmate after Jinbe as a guaranteed thing. Vivi did mention the possibility of rejoining the crew if they crossed paths again.

Fairly busy, sure, but not like 80something Big Mom kids huge. I can easily see a lot of the new smile users so far, like Batman and Gazelleman, being regulated to EX-status, and it would be foolish to assume the importance of characters who've only been namedropped offhand, like Witching-Hour Boy. Wano has had a fairly reasonable number of new characters for a new One Piece arc so far, which is still a lot, but I'm gonna maintain until contradicted by the actual series that the bulk of the action will come from returning characters. We seem to have names for all the most important Wano royalty and vassals already, it shouldn't take more than a few more Beast Pirates execs and EX-Character fodder to round that crew out, and then Oda can just let the returning established characters be the thing that raises the stakes and expands the scope of things.

I was hoping they might reveal their real names, but I wonder if they'll do it for members who end up being EX characters such as Mr. 7, Miss Father's Day, and possibly Mr. 9 and Miss Monday (assuming they're not part of the second folder's starter pack).
