The first half was rather forgettable IMO (even Miyuki Sawashiro's performance wasn't as crazy as last week), but the second half was an improvement. Fukumoto's art was more detailed than Yokoyama's, so I wouldn't mind her sticking around in some capacity as long as she doesn't replace someone more skilled, and the directing for Brook's big speech was decent. Proper use of "Overtaken" always improves a scene's letter grade. My favorite part of the episode though was when Napoleon (I wonder how Yu Mizushima felt, voicing three different characters having an argument with each other at the same time?) smacked Brook down since I was not expecting that as they moved the reveal of it being a sword up a bit.
My secret favorite part of the episode was that we no longer have to listen to Luffy tearing his arms apart!
