But the thing you are describing is exactly what a Logia needs to do. A logia can't simply let Haki imbued attacks pass through them, if they want to dodge that they need to previously "make holes" in their body to make the attack pass through. Paramecia are different, the paramecia that work by changing their user's body don't need to be activate, they are constantly active (that's why Buggy was not cut by Mihawk even though he was taken by surprise). The fact Katakuri is a paramecia instead of a logia is exactly what makes it weird.
I have edited my reply. For Katakuri to make the holes prior to the attack hit his Paramecia body, he needs to be able to READ the attack, using COO. Buggy case is different since that's the characteristic of his DF, Bara bara no mi is immune to slashing attack regardless his awareness of the attack. I disagree that Paramecia that changes his body can constantly activate the shape changing like making holes. No example of that except Katakuri, whom I believe still relied on his COO to be able to pull that off.
