All signs are pointing to it being Luffy's fruit after 1041. If it's anything else then I think it will be Oda pulling off some grand storytelling.

While the language of "awakening" wasn't there, the same meaning was had when Shirahoshi was calling the Sea Kings/Neptunians. Her power awakened, became established fully… whatever...
The line of "erasing that fruit's name from the annals of history" is akin to why the poneglyfs are not to be read. The WG doesn't want the world knowing about Ancient Weapons, the name of the weapons, etc.
But then why call it a devil fruit? Or perhaps the one commanding it is a devil fruit? Because there is a weird correlation. Devil fruit power returns to the world after the user dies, but it's not apparent how quickly it happens. On punk hazard, we see it happens quickly, but is it always that way if circumstances are different with no fruit located around the dead user? But with Ancient Weapons, they are "reincarnated" over many many years. But instead of actual fruit, the power returns to a person/entity (at least for Poseidon and w/e Momo is).
I would find it incredibly weird if the 5 Elders are talking about anything else. I don't understand the sudden topic/conversation shift at that moment.

What if the fruit conversation and the kill Strawhats order are unrelated?.
It could be that they might have been talking about toki or Tama for the fruit and the kill Luffy order is because something else can be awakened when two top class advanced king haki users are clashing. But then again why drop that little bit of information of the gomu gomu being guarded by the world’s top agents and being stolen, yeah that kind of hampers the unrelated part.

Find it interesting how some people are trying to find all the explanations they can to "prove" that the Gomu fruit doesn't have anything special about it at all even though it has been referenced in comparison to guardian deities. lol

Luffy's "Gear Fourth" form looks like a Guardian Deity. It isn't an instrinsic ability of the Gomu Gomu.
And lots of devil fruits have weird things about them. Enel can transform into a deity looking thing, so can Magellan, so can Moriah, so can Nico Robin. Remove devil fruits, Zoro turns into a Demon God because Conqueror's Haki. Sanji sets himself on fire and becomes a a devil because fuck you that's why or Germa Genes, pick your poison.
I mean the Paw Paw fruit lets you push out pain and suffering, and the soap soap fruit lets you wash way strength. Devil fruits have always had weird logical leaps such that saying "hang on a minute, Rubber doesn't do X or Y" strikes as a reach.
Meanwhile, referring back to the Millet Millet Fruit. Not only is this a strong candidate because, and everyone seems to be overlooking this, whatever that fruit is has to do something with Zunesha, the Millet MIllet fruit controls animals:
And, now let's build up on that. We've just come off an arc where we had food based powers. The MIllet Millet fruit would fit right along…except...it doesn't.
The Mochi Mochi provides Mochi. You can also eat it.
The Bis Bis provides Buscuit. You can also eat it until you're full .
The Licl Lick fruit provides Lollipops. Acts in every sense like Liquid candy.
The Butter Butter fruit lets you control butter. Acts like butter.
The Cream Cream fruit lets you control cream.
The Millet Millet fruit provides little things that look like Millet but also they can't fill you up and they can't be controlled or manipoulated or used in any other way.One of these is not like the others AND has an easy link to Zunesha AND has an explanation for the World Government not knowing that isn't simply "Oda forgot" or "They were incompetent" AND has a power that doesn't match with its name AND has been told -- in story -- to be kept secret and not let anyone see the user using it. It could very well be Luffy, but this seems a lot like Tobi is Obito where everyone was reaching for a time travelling Sasuke from the future or Izuna or whatever in an attempt to outclever the story over what is there.
If you can answer these questions that show it's Luffy, I'll be happy:
1.) What new information could the world government have learned? For Tama, it could well be the broadcast of "a little girl used her powers to enslave the enemy army." For Luffy, ???. Gear 4 isn't a mystery to Ciphero Pol or the navy, nor are Gears in General. Conqueror's Haki? He was known to have it.
2.) What does it have to with Zunesha? For Tama, it is obvious. For Luffy: ???
3.) Why would it a legend the World Government rarely knows? For Tama, obvious. The fruit only spawns in Wano and has a long respawn time. For Luffy????? Everyone knows his fruit and powers. Bartoloemo even knows specific attacks.Objection: The WG sent Cipher pol to kill Luffy immediately to prevent the Worst Case Scenario. Counterpoint: We do not know what they were speaking of. There are many reasons to eliminate Luffy, and "he may have a super power" is the absolute bottom tier most boring one.
Objection 2: But Who's Who mentioned CP9 had the Gum Gum fruit. Counterpoint: If this happened 200 chapters apart, then we could easily work in a retcon explanation. Less than 30 chapters apart? It's not congruent with "It is a legend even to us." Both cannot co-exist. You could argue that the name was a mystery, but the Gorosei showed no inclination of not knowng the name. The World Government, includig the Gorosei, knows the true name, just like they knew the truth of Nico Robin's bounty. It is everyone else who was fed the lie. So the World Government cannot simulatenosuly have had the Gum Gum fruit in hand and notknown about its existence.
Objection 3: Guardian Deity. Counter: A strong argument for the even more divine Goro Goro fruit.

Ooh now there's something. I was almost believing it too, but then we have the example of the cursed swords with them being dismissed which makes me wonder that there's a scientific explanation. I mean, Judge and Vegapunk seem to understand DFs very well.

Zunesha has the special DF. What the Gorosei mean by "awakened" is that Zunesha is now "waking up" after spending centuries walking around like a zombie island and is now involving himself in world affairs. The gorosei know about Zuneshas past with Joyboy and think Zunesha is going to Wano to join Luffy, which confirms to them that Luffy is Joyboy. This is why they now want him dead ASAP

I believe Nika and Joyboy was the same person. Even for Oda, I think it is difficult to handle two different messiahs of the past at this point.

One thing that is striking me as strange is how the five elders say that the World Government has changed the fruit's name and… aren't they supposed to be the supreme authority of the WG?? They are confused by actions they took themselves?
Probably the ones who changed the name were the original 20 kings that created the WG. In reaction to void century events. I even would suggest that the Five Elders themselves don't know about the Void Century. Maybe only Im has the memory of that.
