@Retro:
The series actually had a few, along with the Jump Super/Ultimate Stars series on the DS and the Battle Stadium DON (which it did with Naruto and Dragon Ball) on the Gamecube and PS2. There's also the Gigant Battle games for the 3DS. Granted none of them were localized, but they were there.
JSS and JUS are still the best anime-based gaming experience to me until now. Kudos for Naruto's PS2 games as well, these were awesome. Little nitpick: I believe that Gigant Battle was localized in Europe.

Straw Hats (Including Jinbe) - Ace - Carrot - Law - Kidd - Boa Hancock - Crocodile - Dolflamingo - Lucci - Akainu - Buggy - Blackbeard - Katakuri - Yamato - game exclusive character
First off, thanks for the reply! I appreciate the effort. About the roster, I'm a bit curious of how they would handle Robin, Usopp and Chopper. The only gun user of 2.5D fighters that I can think of is Erron Black (I'm not a follower of Blaz Blue, Guilty Gear, etc so maybe there's better examples in there) and I can't see it happening into a good translation for Usopp's attacks. Robin could be a long-range grappler, but that would be kinda OP….? Chopper could be fun if they dared to not make Brain Point the default stance and make him interchange with his other forms.
Kidd is another one I think can be kinda hard to give a fun moveset, even Oda hasn't delivered yet a hype fight style for him.

- Smoker - Kinemon - Eneru - Sabo - Perona (Based on popularity) - Bullet (Just to have a movie character wild card)
I can see Kinemon being somewhat a Samurai Showdown character and that could be interesting; but compared to the rest of the season he seems…lacking? Bullet is such a boring villain that I would plea to make Shiki the movie villain instead. Sabo x Ace are def already in due to popularity, I'd hope they have really divergent playstyles to compensate the Mera Mera sharing factor.
@Retro:
- Whitebeard - Kuma - Oden - Killer - Judge - And Z/Zephyr
Yeah, not really a fan of Oden and Judge here. Oden has the overpower samurai myth legend going for him but I feel he would overlap to much with Kinemon. Judge could be the air-combo dream guy, but Reiju could do the same job, bring her poison abilities to the table that are, imo, more interesting than Judge's manouvers, is better ranked popularity wise, and there's a general lack of representation in any OP game so that's always a bonus.

- Hody Jones - Bartolomeo - Marco - Mihawk - Kuzan - Kaido
I mean Hody Jones instead of Big Mom…? When we already have Jinbe with a similar style and all? The lack of Shanks (to complete the Yonko) and Moria (to complete the Shichibukai) also stand out to me. Not saying they are must haves, just throwing some thoughts.
Food for thoughts: Fujitora, Ulti, Monet, Ivankov, Kaku, Cracker, Baby 5, Magellan, Foxy, Pica and after recent chapters Queen and King.
After Captain M talked about an open world, sand box game style I've been obsessed with the concept. But I believe the next games are going to be fight inclined as well.
