I think McConnell is well aware that that Beshear might just appoint who he wants on the grounds that legislation not only violates Kentucky's state constitution but the 17th Amendment itself since it would basically be the state legislature appointing the Senator as, if I remember right, they provide the Governor a shortlist of acceptable candidates.

Biden prevented that strike but also continued to help put pressure on the rail companies behind the scenes until they gave their employees sick leave.
Compare that to other Presidents who "broke" a strike. What did air traffic controllers get out of Reagan destroying their union for instance?
