My understanding is the embers went out on UA graduation. I also understood we're in 8 years after graduation, so a total 10 year timeskip, which fits with Kota being a UA student. So I guess at least 6 years, we know nothing about what consists the pedagogical qualifications of a UA teacher.

I think the end we got was exactly what Hori intended, is perfectly consistent with his inconsistent message of everyone can be a hero (terms and conditions may apply).
