Shigaraki and AFO at least worked at some point in the series.
There's no way I can or am willing to defend the moon bunny crap but Madara was pretty decent. He was a key character in the history of the world and was pretty much the voice of reason in an ideological world that Hashirama had.
He wasn't "barely built up" as much as he represented an opposing view that was later inherited down to characters such as Obito and Sasuke. I mean, he was mentioned many times as this second founder and an living legend at various points.
I thought his flashbacks and his viewpoint worked for me even if it was corny at times.
His motivations actually does make sense though and it wasn't like he never tried for peace but his clan was discriminated against and he failed to protect his closed ones. All this despite taking a leap of faith in the ideological world that Hashirama and Naruto believes in, which in turn failed him because the world doesn't work in black and whites and this made him bitter.
You don't really get that from AFO or even Shiragaki though..? AFO is mostly a power tripping and narcistic villain and Shiragaki turnout was due a very special set of circumstances that is very marginally represented at best. He's pretty much a giant crybaby who is wielding power and I doubt the author sees it otherwise, because why else would the narrative be "save him?" instead of a thematic approach? It's already set in stone that he is straight up wrong and misunderstood instead of having a strong philosophical opposition that Madara did. AFO is also cartoony as shit and take every little moment to laugh at his own greatness and mock others whereas Madara is mostly stoic and only riled up when in the heat of battle. You tell me who is more charming off the set.
I'll even double down and say that Naruto villains are significantly more memorable and better written than Hero's. Don't even get me started on the Phineas and Ferb guy. But I can't go too hard on this point because of that stupid moon bunny crap either.

They were? That was the whole issue with the Uchiha massacre, danzo, the tailed beasts being bitter and treated as slaves and a pretty much incompetent boomer system.
Naruto's world was never really pretty and had underlying problems which the villains fought for(or against) and this issues were addressed by the author despite it being done poorly.
BnHa's world is pretty much our modern world with villains representing issue A (spinner) and B(stain) and C(twice) but none of which has a good solution thus far except "heroes=good" and the main reason for the face of the conflict(Shiragaki) for wrecking havoc is so detached because the heroes society is not as flawed as the author has written, at least not to us. Endeavour is "a bad father but good hero but is trying to redeem himself but he is also misunderstood so he actually had good intentions so his son misunderstood him but not really" whereas Tobirama was straight up a no-bullshit, I'll even kill children to reach my goals. In retrospection a lot of the ninjas were big piece of shits that were willingly ready to get their hands dirty for their own motivations, creating a massively flawed society. This gave a reason to the two philosophical clashes that happens towards the end of the series.
Yeah but I still don't like Naruto's ending because a lot of things were handled poorly but at least Kishimoto wasn't in denial.
