It really doesn't seem like they need him though. Just a couple wiped out a bunch of villages without really trying. The humans in this aside from like 3 can't stand up to them.

That the cannon answer. The story has make it believable since in the context of Gempei War, the demons helped one of the clans to defeat the other, but as an effect of it they were under somekind of restraint that was meant to be broken with Chiyo's death. So there's magic capable to stop them.
