If you're talking about he Grand Fleet, its not all of them really, just those pictured. Remember that Abdullah and Jeet (they're part of the XXX Gym Martial Arts Alliance under Ideo) ran separately previously in match 5.

In fact, in the tourney's discussion page it lists the Grand Fleet as=
The Straw Hat Grand Fleet (Sai, Hajrudin, Ideo, Leo, and Orlumbus)

So the vote isn't for 5600 people, nor is it for the big names like Barto or Cavendish(will be match 11), just these 5=
