Why can't Toei animate like this. Jesus Christ. I hate Luffy's voice actor, but lets be honest, voice acting is the only good thing about the Toei version.

Why would you want them to?… I admit, this looks pretty good when you consider it's done by a fan/fans for the love of it, but if this was something a company professionally put out I'd be disappointed.
It's CG animated, not cell, so it'd look nothing like the rest of One Piece, and the animation is very noticeably jerky in a lot of areas.
The aesthetics DO look good, but we don't know how long it took the maker. They obviously don't have to worry about budget or deadlines like Toei do tho. -

Really, we need One Piece to either go on Hiatus for like a year or two, or for Toei to bite the bullet and go into a year-long filler arc. Like, Boss Luffy. You could just cut away to Boss Luffy for like a year.
The problem is that they're too close to the manga. They literally don't have the material to adapt. Whoever did this animation obviously did it after the manga was all done so they could pace it properly. Toei could do that too if they just had SOME level of a buffer between them and the manga. Seriously, look in this very forum for "One Pace". It's a group taking the anime we're getting from Toei, waiting until a decent chunk of it is out, and re-editing it to include just the manga stuff and it's actually really good.
Filler is a necessary evil when you're doing an anime concurrent with the Manga like this. You can do what most companies do and make actual standalone filler arcs, or you can do the Toei thing and Drraaaaaaaaaaaaaaaaaag and Paaaaaaaaaaaad out the Manga material as much as possible. Standalone filler arcs are EASILY The least of the two evils, since ultimately you can just skip them when rewatching the series without missing a thing, but the tradeoff is you get well-paced manga canon episodes.I'm not really defending Toei here as ultimately, there are things they can do to fix the pacing (Do actual standalone filler arcs or put the show on hiatus to let more manga come out) that they're not doing, so yeah, the quality of the anime is totally on them and yeah, I hate the pacing of the anime too.
What I'm saying here is that you asked "Why can't Toei animate like this?", and was answering that by saying basically that… this video, while good for a fan made project, doesn't do anything to address the actual problem of how Toei would fix the pacing.

They don't hate it, they just don't need it.
Clearly the japanese don't care about pacing because the ratings have always been good for one piece.
on the other hand filler arcs are rarely good in any anime, why take a chance that people aren't going to watch them when you know they will watch the manga story?
