I hope Oda explains how the CP9 became the CP0. Last I checked, they were expelled from the government and were to be hunted down, and now they got a promotion? I call ass pull on Oda. He probably couldn't come up with a new government crew as memorable as CP9 so just brought them back.
No doubt Spandine and Spandam failed in their endeavor given that Spandam has been is clearly not giving orders to Cipher Pol anymore. If you recall the CP9 members vowed they would one day return to be part of Cipher Pol when Lucci used Capt. Berry Good's transponder snail to call Spandam directly. In addition, there is still some mystery in regards to the Cipher Pol "homeland" which suggests that they have some level of independence and are rather in alliance with the WG rather than being a direct part of it. So perhaps Sakazuki or another official went over Spandine's head and reinstated them into a separate CP branch.
Also, the only known members are Kaku, Lucci, and Spandam. Many other members could very well be new characters, which is why they have not been revealed yet except possibly as the earlier shown masked members. We may see one of those "next generation" Cipher Pol members shown training in the cover story. Whether any other former CP9 members are part of CP0 is currently unknown.
I'm pretty sure we are going to get the low down eventually given that CP0 is certainly going to play a significant role in future events. The cover story introduced elements of Cipher Pol that should be elaborated on. What we got in this episode is just a tease.
