I really like both, but Tom gets my vote. His story was great and still brings a smile to my face, whereas while Shanks is still cool and motivated Luffy and stuff, he's still just a hype machine atm, like Dragon.

Voted Shanks because Tom already has a significant lead. Plus whenever shanks appears in the story people get extremely excited, not sure why it's cool to pretend that he's not anything special.
I agree, I remember jumping from my seat when Shanks showed up to stop Akainu. Tom though, I like him a lot too.
I have to disagree. Shanks' history with Luffy was sweet and I don't mind him at all, but overall he's just your typical cool looking character who does cool things and not much more than that yet. Meanwhile, while Tom is also a cool character, I love that he pulls it off based on sheer force of personality rather than through physical strength or good looks in a great, albeit tragic story that wouldn't have been half as good without him.
