Because he's more laid back now that he retired.
Although this was another episode that contained a lot of contents such as Rebecca, King Riku, etc. that many western people dislike at all, it was a pretty good episode. And the overall pacing control was much better than the A Part of #739.
I'm sure people will just say WOW if the overall quality of the next arc can be like this one, even though today's episode was just one of the ordinary episodes in Dressrosa Arc.
I thought it was a pretty well done episode overall. Pretty laid back during the first half with quite a bit of focus on Mansherry's powers and kawaii reactions, but it was handled well given the more muted nature of the content.
Though the episode and its title is quite a tease. It doesn't even end with the Straw Hats completely surrounded!
Ueda's art wasn't much of an issue this time around, aside from some very odd shots of Usopp. The sequence with Luffy eating was actually a highlight of sorts in that regard–very amusing imagery and fun animation.
Oh, and it had been a while since one of Barto's freak-outs. I'll miss those.

This episode was alright. The best parts was Luffy being asleep, eating and being angry about Kyros and Rebecca's situation. You could tell his crew knew that wouldnt be something he could ignore lol.
Riku is kinda ridiculous for many reasons. But thinking of having Rebecca who's never lived as royalty become the future ruler? Plain silly. He's thrown protocol out the window before may as well look to Violet as the successor despite it being Rebecca's right.

People expected more from rebecca that is the main reason they don't like her also king riku should have been killed by doflamingo instead he is biggest asshole out of the good people in one piece he is the one that caused all the problems that allowed doflamingo to take over in the first place!
faking that his daughter died so that he could banish her and kyros who might have been able to take doflamingo out before sugar and the others came to back him up kyros had to take on doflamingo's entire crew by himself because he did not learn of doflamingo taking over until doflamingo had over taken over the entire kingdom even luffy would not have been able to take doflamingo and his entire crew out by himself.
king riku did not even try to contact the world govt/marines about doflamingo wanting to take over he had no bird cage up.

But sometimes people might think an episode had a bad pacing or a bad quality just because they disliked the contents the episode covered, even though the pacing and quality of the episode was good indeed. And after reading some posts outside of AP I found that today's episode might be another example.
However, unlike Dressrosa, characters in the next arc are generally welcomed as far as I know, so I think maybe people will give the next arc a much more positive attitude if the next arc can keep up the overall pacing and quality.

It was nice to see Tsuru and Sengoku again. Sengoku new found carefree attitude is hilarious, but I'm still not used to his new voice actor for some reason.

do you have any clue whether Toei is going to go on a filler arc after the Dressrosa arc?
I'm mostly just wondering why you believe that it's strictly the west that dislikes the Riku's. Or at least thought to single us out lol.I know why it's easy to not like them. Riku is a poor man's Cobra, Rebecca a waste of space in the long run and Kyros a melodramatic martyr. Violet was the only one that was mostly okay. But she didn't really do anything other than give status updates.
Overall I had no problems with the pacing of this episode. Seemed fine to me.

I loved the extra scenes with Sengoku. He really steals the show.
This episode was a great contrast to the previous one - very touching and heartfelt. The anime is doing a much better job at setting up Kyros' and Rebecca's conflicts than the manga did, as the manga kinda relied on hearsay and remembrance of really old material to understand where everything was going. That filler scene last episode also helped a lot. Of course Sengoku also stole the show as well.
The only detraction was that most of the budget seemed to go into the close-up shots, which did succeed in making a very intimate episode, but a lot of the wider shots looked very poor.
Perfectly fine episode. Certainly not anything special, but they can't all be, and the last several episodes made up for this one. I did like getting to see Tsuru and Sengoku again. I'm also looking forward to the one based off of chapter 798 (so probably in two weeks), where
! Law has his conversation with Sengoku about Cora-san.
Well, and of course I'm also looking forward to Zou, but I think that's a given. Have we heard anything for sure yet about whether or not there will be fillers after Dressrosa? I know there's gonna be some kind of special for Film Gold, but I forget if that's going to be its own separate special or if it's going to be an anime mini arc like Little East Blue and Z's Ambition. I haven't heard about any other fillers yet, though.
