Allow me to disprove your theories and smash your dreams.
Dragon is a WANTED MAN! The World Government and the Marines want him to be arrested since he is a threat to the world! The reason why Smoker did nothing is because he's just one man. Taking down a threat to the world isn't a snap unless you are the main heroes of a series. Also, the Shichibukai do not have "Captains" or any other rank that creates a heierarchy between the 7 members.
The Shichibakai are allies with the marines because they are helping the marines. They are, in the sense, like the privateers back in the 1600s hired by governments to aid them through attacking other ships and giving the government a portion of the treasure they find.

My inclination there is that Smoker knew that he would have his ass handed to him if he tried to mess with Dragon. If Dragon, as has been speculated by me among others, possesses the Wind Logia Power, then Smoker wouldn't stand a chance against him.
That or Smoker doesn't particularly disagree with Dragon's politics, which is entirely possible.
