Again, the contest mannager is a very cruel demon. But we've only gotten a glimpse of Ace's emencly destructive power. Plus, he falls asleep while eating which is sooo funny. While Arlong ties with Crocodile as the single best badguy in Shonen Jump history. And if it weren't for him, Nami would never be in the show. I'm going with Arlong, largely because I want to see how he fares against Crocodile. PLEASE MATCH THEM IN THE NEXT ROUND!!!

Each has a home turf.
Ace can do okay on land, but if you're at sea, he's screwed. He can't ignite anything below him, lest he fall into the sea and invoke the akuma-no-mi problems. There isn't much to set ablaze there either.
Arlong, OTOH, is at 100 percent capacity on the sea, and still pretty decent on land. And his disturbing hawaiian suit may well be asbestos. :D
