I'm the same boat as you; this here is one of my favorite moments in Dressrosa thus far. (As well as one of my favorite Usopp moments).
And considering the quality of the last two episodes, my expectations are HIGH.

You know what? For the first time in a while I'd actually argue against that.
From the preview it looked like that there is gonna be some filler with sugar, making sure that the "shot" doesn't take too long in regards to the episode; and the few frames of the shot that we DID see appeared to be of high quality.
The problem here is THAT episode requires a loooong slooooow mooootion sceeeene to be "correct"

I'd keep my expectations low if I were you. We could be pleasantly surprised if it turns out well then. You'd only end up disappointed if it isn't what you expected. Shimanuki is a weak Animation director and according to SunChopper the episode director is weak as well. The staff for the previous two episodes were completely different. Hopefully it has good key animators.

I was always angry with Hosoda's episodes, and that's why I said that he should leave OP ASAP in another thread.
In this arc, Hosoda directed these episodes: #631, #642, #650, #662, #671, #679, #687 and #697. But only #650 and #671 had a decent or good pacing. His biggest problem is that his storyboard and music choice ability is too weak, at least in One Piece.
To be honest, I used to enjoy his works very much (Digimon Xros Wars #69 was my favourite Hosoda episode), but his behavior in OP just made me angry.

Indeed the pacing of One Piece is keeping improving since PH arc, and I'd say the pacing of Dressrosa arc is overall decent.
Of course, some episodes in this arc DID have a bad pacing (#631, #636, #642, #645, #654, #655, #657, #662, #679, #682, #686 and #687), and they are mainly because of the poor storyboard. As what I said in this thread earlier, storyboard is very important, and it's a good idea for those who are interested in anime production to pay more attention to storyboard itself.
And guess what? Nearly half of these bad pacing episodes were directed by Hosoda!
I had even posted a tweet to Mr. Fukazawa to express my diappointment after I watched #679, and you know it's not polite to do this in Japanese culture. But may man, he just made angry and I couldn't even calm down.

I have to say, this is probably the worst ep in Dressrosa so far. Anyway, next week will definitely make up for it.
Oooookay, so….haven't done this in a bit. I'm still a little rusty.
In a nutshell, I thought this was a generally good episode. It could have been better, but it could have been a whole lot worse.
Overall directing from Hosoda was really weak, until the Usopp sniping part which I personally thought was well-done (in a "barely reaching the goal"-type of way).
This is a big character moment for Usopp. Yamaguchi-san really put his all into the performance.
Lots of still-frames in the first half, and to be frank, I honestly didn't care about the animation of the crowd as long as the scenes that mattered looked good. It was also really strecthed-out. A few more minutes of Sugar and Luffy antics could helped, since this is really her last big moment in this arc.
On that note, someone in the workspace probably said "let's make Sugar extra kawaii adorable cute with tears and blushing and everything".
Overall, I liked the episode and even though it was very average production-wise, it was still good.
Was that new music in the Bagworm scene? I would have prefered The Guardian of Alabasta from Movie 8, but this piece did the job.

That would be me! Glad to see I was right about Ishizuka being in this episode, even if it wasn't in the scene I thought it was. I'm pretty sure Shimanuki must have had him just clean up a few of the frames and do a little bit of generic character animation here and there. I only recognized his art style during the parts with the citizens and maybe a few Viola frames here and there.
But yeah, this was a really poor episode. Mostly due to the direction. Art was usually good with a few bad frames here and there, and the animation was good when it needed to b, but the placement of OSTs and the reuse of animation was really obvious.
At least next week looks good. I predict maybe some more Nishino KA.

For serious, this was budget, budget, budget. Like, it's good to see Ishizuka return, and I'm sure he appreciated getting paid for barely having to do anything, but what a waste. From a pure artistic standpoint this wasn't as bad as some of Shimanuki's Punk Hazard episodes, but man the (lack of) (and re)use of animation here was brutal. And I have no idea what Takashi Kojima could've drawn other than maybe the shot of Luffy and Law standing before Doflamingo and Trebol. Hopefully they'll continue to contribute on future, better episodes and this was just a quickie on the side. Next week looks real nice though, so hopefully this one was a blip.

I think that was the Evangelion-esque piece that debuted during the "golden gladiators" bit several episodes ago - it's a little easier to hear now without them shouting over the BGM.
While the money-shot was good, this one was pretty weak with some very noticeably budget animation, only rarely rising above mediocrity. The crowds were very often freeze framed or a choppy looping animation, Usopp often looked very strange, and the direction was rarely noteworthy apart from how Oda panelled it in the manga.
Padding was very, very noticeable here. Could have easily lost about 5 minutes of waiting there, but they obviously could only cover the allotted 11 1/2 pages. This is an episode where the sluggish pacing is not only noticeable but irritating. It wasn't a total loss as Usopp's anxiety still came across well, but one would have to wonder why it takes Sugar 20 minutes simply to approach Luffy and touch him (though I think it could have been worse). More filler could have easily helped
I did like the fake-out though.
Edit: Also, why the hell did the toys "fall apart"? Weren't the headcrackers also originally humans? I recall Sugar turning some of the DF lackeys into them offscreen shortly after waking up.

Considering the potential of this episode I was really disapointed…The pacing was really bad.

Ugh….This episode was a major let down start to finish. Art was wonky, directing unimpressive, music and sound effect choices wtf....sigh That rubbing up a balloon noise was driving me insane. There was so little that happened this episode and the one part that really needed that special umph was very mediocre.

Very average compared to the manga chapter. It wasn't really bad but the chapter is probably my favorite moment of the arc.
For the last scene I was expecting something like this

You can torrent the subbed episode from nyaa like an hour after it airs
The part with Usopp unlocking his Haki is the only part that I liked in this episode.
All These big names yet I can't spot anyone this episode was rushed.
The character art was good, the projectile scene was good overal it was okay but dissapointment in the animation front and they should of put there best director on this episode like komaki aya or tetsuya edo, katsumi tokoro.
Hosodo isn't sucha bad director his just not on the level of the rest the One piece directors, he belongs on precure where he would fit, not One piece.
For such an important character moment it needed the treatment the last episode had. Sucks a great combo got squandered on Rebecca scenes.
This is how you successfully kill a great manga chapter.
'One-Shot' Sure-Kill, they kept repeating that same one shot of Usopp. So much build-up to the impact and there was little impact, bad layouts/ character placement. What about those giant headcracker dolls who haven't changed back into humans yet, again the build-up wasn't for much. Episode just moved along casually at the end revealing Luffy and Law were within hearing distance of Doffy the whole episode, one leap at the end and they were at their destination.
New BGM during the impact at the end? One of the most comical and striking chapters from the arc and they overhype it with generic overused 'epic' bgm (there has always been an overuse of cinematic music since Movie 7/Impel Down, which the staff are forced to use because it's the only music that compliments padded scenes), humor is toned down, etc. The anime staff used to be more expressive, comical and fun when adapting chapters. This weeks episode is one of the best examples of how the staff make it flavorless.
Previous episode was great, next episode looks great just too bad this one was the sacrifice.

It's the one from the end of 690. It was a bit harder to hear there though because of all the voices (if you mean the impact of Usopp's attack, of course).
Disappointing… The moment I was expecting the most from the arc and we get this mediocre episode.
Usopp was off model in some scenes. Yamaguchi was great, as expected.

That is quite ridiculous when you think about it. They spent ALL that time casually strolling with Sugar when all they needed to do was for Luffy to reach up and pull themselves to Doflamingo. Why didn't they do that much earlier when Sugar was bugging them? And all of this was done within the presence of Doflamingo and Trebol? Yes, clearly not much effort was put in that transition by Toei.
In the manga, it was more vague on how much further Luffy & Law had to travel before reaching Doflamingo after Sugar was disposed of.
