They certainly aren't low on budget, I'd bet. After Strong World they promised a new film every two years, which hasn't happened so far. The film came out in 2009, while Z came out in 2012 and since then not even a tidbit of news for the next film. Why? Meanwhile Naruto had four films released since the end of 2008 with the fifth coming out later this year.
So why aren't there any new films coming out?

Would anyone accept the easily forgotten basically filler movies that the first bunch were at this point now that we've had two of them with Oda doing plotting and character designs and picking the music and advertising it with his full weight that make tons of record breaking amounts?
It's be like if Avengers 2 was directed by Jed Whedon instead of Joss. It'd be a step down in every way.

He said after Strong World he'd never ever do that again except maybe when the series was done. He still ended up working heavily on Z just a year or so later. Not to the same extent as SW, but he still did a lot on it.
Just because its hard and tiring doesn't mean he'll be able to help himself if he's asked. Or that they won't take their time to try and make better movies rather than disposable ones.

Its better to make one good movie every couple years that gets a lot of hype and makes 50-70 million, than it is to make 3 forgettable movies in the same period (but cost just as much to make each!) that make only 3-10 million each.Plus, there's new DBZ movies to market now. It's not like Oda was very involved with Z. He made character designs for lots of those filler movies too. The only difference here is they advertised his name more and let him choose some Avril Lavigne covers.
As long as they plaster Oda's name as executive producer and market it as much as they did for SW and Z, I don't see how it wouldn't do well.

most of the screen writers they get for shounen movies are pretty shitty and could care less for the characters or continuity of the series.
both HXH movies for example were very weak. they had a shitty story, bad characters, villains with hax powers and they could never compare to the writing of Togashi.
so yeah, for me i would wait couple of years to get a good movie with Oda's supervision. -

I believe there are mainly two reasons:

Marketability!
They want to put Oda name on it. For that they need some canon aspects in the movie, just like in Stronghold(Shiki) and Film Z(Zetto).
From 2013 to now we only had Punk Hazard and Dressrossa arcs in the anime, and they happened right after the other. It would be hard to make an attractive movie between those 2 arcs.2nd -

Unless I have the money and time. Than maybe? XD Many movie teasers start out as crappy, sloppy, and possibly False. (Like that one rumor about Ridley wearing a xenomorph costume.) People thought that was fake/not going to happen cause it sounds ridiculous. Turns out it was true. Now I'm not saying that that's what Toei is doing. Leaking teaser footage on purpose just to get arise on unsuspected viewers. I'm only saying that until it's confirm to be true, we just have to say that it's False for now.

It's hard to explain it. But I remember in a interview in one of Oda's volumes (can't remember which one?) that when asked if its a coincidence that One Piece came out the same year that the end of Evangelion seems fishy? He said the following… Oda: Maybe? ;) (I'm just paraphrasing here.) And he also said that when his manga One Piece is finally over, he might create a short manga series and may try to do a mecha genre. I'm not saying that it's Evangelion... But... Evangelion! lol

It's debatable weather Film 6 is good or not. I mean, the guy who directed that film, later on, did movies like Summer Wars & Wolf's Children.
Can it possibly work? Well… If the scripts good, the music has to fit the dark tones and it may reference the Vold Century just a little bit. (They'll probably show it in the manga.) But would this dream movie exist in our world? Never sadly. Cause big money is a bitch. :(

I think part of it depends on how many Toei properties are getting films any given year. Last year saw several including a DBZ film.

Movie 6 Baron Omatsuri and the Secret Island (Love the change in tone)
Movie 10 Strong World (Best overall movie for characters bar Nami)
Movie 12 Z (Loved the "Villian")
Movie 4 Dead End Adventure (Lots of fun)
Episode of Nami (Tidies up a great arc with fresh animation. )I'll happily rewatch all of them and wouldn't mind seeing the next movie in any similar vein.
The weakest movies to me are:
Movie 3: Chopper's Kingdom on the Island of Strange Animals (It felt… lame. The island was pretty awful)
Movie 8: The Desert Princess and the Pirates: Advbenture in Alabasta (Pacing was an absolute mess for me)
movie 9 Episode of Chopper Plus: Bloom in the Winter, Miracle Cherry Blossom (It doesn't work with Franky and Robin in it. It just puled me right out of the story)
Movie 11: Strawhat Chase (Just plain awful.)
Hmm we do have I think three more episodes in the anime for season 17 so it is possible there might be some Special after that to sate hungry movie watchers.

Yeah, to me, Straw Hat Chase was pretty harmless. I wouldn't call it a great movie or anything, but it was decently enjoyable for what it was. I think the only movie I really can't stand is the third one. Partially because of the uninteresting plot, but the main problem I have with it is the absolutely dreadful pacing. The entire thing just had no quiet moments or pauses or anything, it's just one never-ending string of STUFF, which, due to it never slowing down to let the audience actually take anything in, is pretty much impossible to get immersed in.

I'm not a big fan of 3D personally which tempered any like I had for Straw Hat Chase and I just didn't like the story either.

Straw Hat Chase was really only 1/2 of a roughly 60 minute anthology film paired with the 3D Toriko segment. Sure, it's technically stand-alone, but those paying to see it were essentially expected to see the Toriko portion too.
Really though, this was a tech demo with a very basic and short story. It was an enjoyable Straw Hat romp with some good eyecandy. Actually, it seems like every Toei filler arc/special since then revolved around Luffy's Hat as if they can't think of any other motivation for Luffy to do something or reach an emotional climax…but that was in the years since.
I agree with VA that Movie 3 is probably my least favorite. Not only was the plot & pacing a mess, but the humor/fun quotient was also weaker than the other films. Much like a very poor man's Strong World.

If we are talking worst One Piece movie, might I mention Movie 5? I just hate that one. Zoro behaving really out of character and just betraying the whole crew (even wounding Sanji) just because he meets random filler best friend is really terrible. Also, the movie just bores me to death.

Well that the time of the movie's release. Curse swords were still a new concept not just for Oda, but for Toei animation as well. And this is one of a very few movies that had main villain beaten by Zoro of all people. But this was the very first time that a filler film would reference something canon from the source material years later. And that yes, cursed blades can have demon possession on the realtor of the blade. We didn't get that in the manga up until Dressrosa arc. 7 years after the fact! (And he was an evil version of shanks.) So yeah? Never saw the film mind you. But that's what I gather from the wiki. So sorry. :/

I've decided to rewatch all the movies one after the othere. Even though I last saw them just under 2 months ago.
So far done Movie 1 and Movie 2 and made me miss the good old days in the anime when the characters could lark about a bit more. I still quite like these first 2.
Certainly not canon for the second one but I think I like that one more then Movie 1. -
Oi, who said movie six was the worst of the films? That happens to be a favorite of mine LOL. It was really dark and the Animation in my opinion was beautiful for this type of the film and I really liked the ending the most, so epic. The only films I wasn't really fond of were films one through three, though they each had moments that were fun. Talking about these films are making me want to watch them again, I never get tired of watching movie six though honestly. I had no problem with movie five, it was cool watching Luffy act like a Captian and fighting against a sword like that, some times I don't pay attention to the others cuz I'm too busey being Luffy fan LOL.

I saw movie 3 again. Nope still wasn't great. The villain was pretty tame and the kid Bambi was VERY annoying. Chopper is a great character but he's just not designed to pull off a good movie with him as the main focus.
