That's unless it goes with a feature Oda actually drew in color such as Robin's brown eyes, Merry's wooden head, etc, or something only seen in the cover pages like Makino's baby's hair.

Oda inks in lots of sections that aren't actually black in their canon colours. Things like Luffy's red tops, Pekoms and Tamago's pink suits and even Nami's white top in the Zou flashbacks are inked in totally black, but use those colours on everything from the volume covers to the anime. If only the actually black things were coloured in and the rest was just outlines it make it so much harder to tell what's going on, there'd be nothing to draw your eye to the characters over the backgrounds. That's why each character has a few distinct areas of black in them, generally making different shapes on each character so you can tell who's who as well who's not part of the scenery, it makes them pop so much more.
The absolute best example, actually, is Luffy's suit for the wedding. Volume 86's cover shows it being red with a black, or dark grey shirt, but go have a look at how those colours are inked in the actual comic.

Nah, I'm sure. Ironically, you need to look closely around the perimeter of Mihawk's hat. Specifically the upper right corner and left side. Pay close attention to the gaps and different shades.

Oda's black and white art is 100% aesthetics and readability, I wouldn't ever take what's black and what's white as a colour guide. Take Chopper's outfit from the Zou flashbacks, and compare the inked bits with the official colours:
The jacket and the helmet are the same colour, officially, but Oda uses both black and white for that colour in the same panel!
For the Shiryu example, we can try and guess at why Oda might have changed his mind about the coat's inking. At that point he was in the same place as Megallan, who has a similar body shape and a very similar outfit, but his is all black. Oda may have thought Shiryu could use some more white space to distinguish his silhouette there, while in the scene in volume 80 he's only around Lafitte, with his more distinct body shape, so he stands out at a glance. Or the black is emphasised to indicate that he's fully Blackbeard's man at this point. Or Oda wanted a change/thought it would fit the aesthetic of the scene better/forgot he left it white in Impel Down, which are all strong possibilities too.

It certainly didn't seem like it. In my experience, when someone takes the time to answer your question, it's considered rude to say "I already knew that." If you wanted to know, "Why are the colors the same as the anime?" then you should have said so.

I didn't mention it because the digital-colored chapters usually follow Oda's color scheme over the anime version, I thought it was redundant to mention the anime.

ONE PIECE VOLUME 80 FULL COLOR EDITION RAW
Hello redon. I read all website and reddit, some forums etc. Then i knowed that you are the best publisher of color edition. But i can not find your early volume 1-72. How can i reach this all color editon, but yours. Because it is english and png, so this makes quality that volumes. I know that Dincht, too. But i think yours is the best.
I will wait your answer.

The best idea I can think of is taking two screenshots, zoomed in (the readers on booklive.jp and ebookjapan zoom a lot easier than the amazon one) and stitch them together before resizing the final image down to what all the other pages are.
But of course, if you want complete digital rips, you'll have to keep in mind that they haven't just added the front pages to the older volumes, but also a set of end pages including the inside flap of the dust jacket, including Oda's message, an image of the spine, and the sepia toned version of the cover from under the dust jacket. Also the back cover the under the jacket illustrations for the volumes that have them. All the same stuff that's been in the colour version upfront since volume 71. But since most of those are at the back, you can't get them in the previews. The only way you'll be screencapping those is with a purchase.
And of course, neither the black and white or colour versions of the digital volumes include the SBS or fanart sections for any volume before v71. I live in hope of them being added eventually. I've filled the gaps in my offline version with pages for physical scans, but there's a couple of pages from a couple of volumes that have simply never made it onto the internet as far as I can tell.

No VPN or Japanese proxy required either, I just hit the buttons, entered my details and purchased them. I've ripped the endpages for my own offline archive using the method I described, but I'm not in the business of manga ripping or piracy. I don't have anything set up to protect my details or location, and I'd rather see the series supported, so I won't be putting anything I've ripped online for consumption. I hope you understand. Let someone better versed in the risks of posting so many pages worth of stolen content do that instead.
Between that and the scans that exist, the only pages I've been truly unable to find are the volume 60 UGP and the final page of volume 64's voice actor SBS, plus that volumes UGP. Whoever scanned those older volumes simply didn't care for anything after the last comic page within the book. All in all about 20 pages of content missing between the two of them, and as best I can tell, the only way I could access the raws for those pages would be to import physical copies of those two volumes.
It's a shame to hear your preferred language's official release is so lacking. The intro image seems an odd thing to cut, if I'm honest. This is the German version, right?
At least the only thing really gone from the English version is the UGP, and that's probably the least important volume extra to begin with (not counting the ads at the back). If there's an illustration on the back sepia cover we'll even usually get that as an endpage. I guess you could argue that we don't get dust jackets, but I'll never understand what the Japanese see in putting dust jackets on paperbacks to begin with. The ideal solution would be to put the sepia image on the inside of the cover instead, like they're doing with The Promised Neverland, but that's something I can ultimately live without.

Well for English "Translation" I believe it's from various source, since they just merging Black and White version text to DCM (Digital Colored Manga) long time ago.

Registering was in fact easy, but since my bank account is currently not the prettiest and since I currently don't have a credit card (and don't know what WebMoney or BitCash are), purchasing will most likely have to wait some time…
How can you read them after the purchase? On your smartphone? In your webbrowser? Can you download them locally (since they might block not-japanese accounts in the future...) And have you purchased them all?The screenshot method is working great btw, it just takes forever, taking 2 screenshots for each page and then editing it, luckily I have currently holidays :D
And yes, it's the german version... I still purchased the digital versions of the newer (beginning after the timeskip) volumes, since they are at least proper digital versions and might be improved. I also buy every special volume, that might be unavailable in the future (eg. cover walks, though there are only the first two in German and the first can only be found on ebay...), for the other volumes I still hope for a improved 2nd print ...
Dusk jackets are pretty common btw in Germany for hardcover books, and other Manga publishers have used them for their releases, but not CarslenManga (One Piece publisher). The special Volume Z for instance was released alongside the limited edition BluRay of Film Z and is by the anime publisher (Kazé), they used the dusk jacket as well and its really nice :-) (I immediately bought it of course even though I have the movie already on my hard drive in 1080p and don't even have a BluRay player :-D

Oh sorry I am not good at English since it's not my native language. But I have English DCM in my site you can download and read that. The quality quite similar with HQ version, but as I mention earlier it's from the best various translator at that time like "Null, Manga Stream, Power Manga and many more".

To be honest, I've never tried accessing through my phone, but since there's a button for opening the book in a mobile view I don't see why there'd be any issues with that. I've just always used my browser for it. Unfortunately, there doesn't seem to be a way to direct download. I don't quite have the full set purchased in Japanese, but that's got as much to do with ending up between jobs as it does with the pirated versions of the later ones having all the pages.
The English colour walks stopped at the second as well, and I believe they've been out of print a while. But it's been announced we'll be getting an omnibus rerelease of that first couple, which should then go forward to the rest of the set, so maybe there's hope for the German release as well!
I don't mind a dust jacket on a hardback, it feels more justified on bulkier books like that. They're kinda clumsy even then, but it's better. I have a few physical Japanese volumes from different series, and a few English releases from Chuang Yi, which keep the original format entirely, and in every case I think the jackets just make them harder to hold and read than they should be. I have managed to collect a full, physical set of One Piece in English, and they are just easier to hold without worrying about the dust jacket sliding off or finding a place for it. Plus the larger print size isn't a bad thing either.
