Underwhelming episode, but to be fair there wasn't much to work with. Next week should be much better, and judging by the preview it seems they will deliver their A game.

The Soldier-san sequence had some very nice animation, obviously done by a different animation team. The rest of it was pure Deguchi, especially the first half.
Zoro filler made me smile and I liked the Tontatta bit, but the rest was instantly forgettable. Glad they didn't drag out the Suleiman fight as much as I feared.

According to the staff list, most of key animations today are drawn by Studio Guts and freelancers.
So Deguchi don't need to spend a lot of time to draw key animations, and have more time to correct layouts, key animations, etc.
(And if this episode was animation directed by Studio Gut's AD, it would look even better, for sure. :/)
Great looking episode this week, some really nice animation cuts for rebbeca vs suliemon, toy soldier flash back and some really nice art & facial expressions from luffy.

I think it was a pretty enjoyable episode. Suleiman could've been much better, but the filler with Zoro was cute, and the part with the Toy Soldier and the dwarves were enjoyable. The episode never stayed on one element too long, instead always being up to something, which is nice.

("Sanji's in a big pinch").Not much material to work with here which makes the episode pretty forgettable.The huge art contrast between beautiful close ups and ugly distant action shots for Suleiman and Rebecca was jarring, but I think those high-quality images of their faces were worth it. Zoro filler was painfully fillerlicious. Maybe I'm just remembering things, but the transition to Toy Soldier's flashback felt a little more integrated and emotional in the manga. Nice job at the end giving a view of everyone's blank eyes except for
! Rebecca and Cavendish.

First half was underwhelming and mostly filler. Second half was slightly better. I wouldn't go as far as to say the animation was "good", but I guess it was definitely more fluid than what we usually get.
Best thing about the whole episode, however, is that Block D is finally over.

Dressrosa made me fall in love again with the show but it's mainly thanks to the music, the VA and a few key scenes.

Actually, I haven't watched the anime since Punk Hazard. I'm aware of the anime's "sometimes it's great, sometimes it's not, other times it's okay" status. But that frame in particular stuck out to me, heh.
I had the same reaction when I watched the episode. I found the drawings of the elevator scene pretty bad as well. Soldier-san (this is a no spoil section, amirite) was quite well animated, but I had to force myself not to look at the fodders' faces. That's quite sad although it can be explained by OP's sheer number of secondary and even unimportant characters, but I really think they could invest more in the development of this show.
I wouldn't use this episode's as a broad indictment of the whole arc. Deguchi episodes are notorious for their sloppy artwork and this episode was not exception safe for some scenes salvaged by either the key animators or assistant director. Seeing his name attached to an episode is expecting it to wear such child-like drawings on its sleeve.
He also directed the episode in which Luffy first enters the colloseum. That one is still bar none the ugliest of the arc.

Beyond any doubt most staff members are working on a new movie simultaneously with the tv series, and the only ones left working on the series exclusively are trainee animators. Which is the most common reason for animation quality to jump so sharply on ongoing projects.
A price to pay for having movies.
They're not really 'trainee animators'. Young animators are full-fledged animators, they're just inexperienced. When there are 170 animated series being produced in a single year one is going to run low on available talent. Although, with so many works being created in a single year it also means nearly everyone can be an animator, because there is just that much work being produced in that short a timeframe. That aside, Deguchi Toshio has been a key animator since at least 1997 and Takagi Masayuki since at least 1994, so it's less 'inexperienced staff doing all of the work' and more 'key animators are rushing drawings and animation supervisors have little time to correct them properly'.
Obviously they are full-fledged, but they are still in training non the less. They are literally training on some episodes that are given specifically to them. Which are obviously the most shit ones, but nobody really cares in a giant ongoing series and that's why it's the best way to train "in the field" as to say. The quality of some episodes in some series is so low and should be unacceptable otherwise that simple "inexperience" won't cut it.
OP mostly avoided that fate thanks to TOEI fat cred, but Pierrot was just relentless, especially when nardo part 2 started and they had no money after fillers to hire quality people. It was so terrible I wouldn't be surprised if they got their grammas to draw. I still have nightmares.
