But hairs like 2, 6, 12, 13 and 14 are a step in to the fantasy world Oda created, a step beyond, a step to imagination and new possibilities.

It could be the fact that Brook sentiment is high due to his match just having ended. Additionally, his hair holds special meaning to the story. Recall that it's his greatest treasure as it will allow Laboon to recognize him.
At the least that explains my vote.

You are right, Brook´s hair got a story, a meaning, making all the other hairs simple or "not as deep".
I´m not saying is unfair, I just voted for the coolest hairs in OP, not for the hairs with the deepest story.

it's because in One Piece there is Afro Power!
Don't forget, when Luffy became Afro Luffy, even Sanji & Zoro agreed the afro enhanced Luffy!So the votes are for Afro Power!
