Neither do I, all I know they are filler. Only Carol was created by Oda. She and her father were planned to be part of the Louge Town story but got cut from the manga to make the chapters go faster so the crew could enter the Grand Line at a certain chapter.

Going with Jiro. Does noone remember the Phoenix filler arc? That breaks my heart. That filler was great. It was when they lost the flag, but Luffy doesn't know.

…well one can argue that Carol may by canon. Oda did plan for her to appear in Louge Town with her dad and encounter Usopp but that story got cut and didn't appear in the manga so others would say getting cut meant she's filler. -

Now i'm really worried that i can't recognize kids. What if in the future a Circus Midget eats my children and impersonates him/Her? I don't have the financial security to put a Circus Midget through college.

Oh I know that, but there are some people that still argue the point since Oda created her. Its often same people arguing about Z since he appears in a pic but not in the actual manga

Well, Strong World is considered canon by Oda himself even though it is an anime-exclusive

Chapter 0 as well as reference to Shiki's escape from Impel Down just established that he actually exists in the canon storyline; it doesn't mean that the events of the film happened in the manga universe. If anything, the complete lack of references to that film in the comic means that it didn't.
