Even if Naruto does come out with a chapter that could be argued as being decent or good, the story itself itself is so fundamentally broken that it's hard to care. It's not like these chapters exist in a vacuum.
In any event, aside from wrapping up a few lingering plot points, there wasn't anything particulary good about this chapter. Everyone congratulates Naruto and is in good spirits despite everyone presumably still being stuck in the cocoons and we get more hokey sentiment. Yeah, I guess Naruto's farewell to his father might be pretty good if everything leading up to this point wasn't stupid and contrived as hell.

I actually liked the last two chapters, but mainly due to meta level reasons. Instead of being relieved that everything is over for the protagonists, I'm relieved that everything is over for us, the readers. I cared way more when Ordinary said he'd quit reading it than I cared for everything what happpened with Kaguya etc. during the latest chapters.
Besides, chapter 690 was far, far away from being good. It felt like battling the final boss of a video game, but because that boss just is too strong you mentally give up and just mindlessly mash some buttons. However, just before the last bit of your HP is down, the boss actually dies for reasons you cannot even grasp anymore with your understanding. You didn't win because of skill, instead you won because of something completely outside your perception and understanding. That's how the beginning of the chapter felt for me. And as already pointed out, then you get some crappy ending like in that Ghostbusters game.
And as if that wasn't enough, the only way to wrap up this situation is to summon more dead kages? No, this chapter just was pure garbage.
Chapter 691 might be a decently wrap up and actually be not that bad if you look at it as a standalone chapter. However, it is nevertheless a decent wrap up of shit. It's not standalone, it's the 691st chapter of this series. For example, we already had enough final scenes of Obito being dead for good.
