Again, you're supposed to question Fujitora! This scene and this other scene are a way Oda's addressing these issues, voiced from Vice Admiral marines that want to impart justice to the one behind everything (Dofla). When Fuji says "nope, SH's and Law, and you will obey what I say (cause I'm a fucking Admiral and you're not)", we're not supposed to think -look at this Fuji fella, he's so righteous!; we're probably supposed to think - fuck you, Fuji! get your ass up there and kill the flamingo!
The 746 scene I get your point, but the 747 scene…not so much. When Fujitora says "Deposing Warlords has been tried, doesn't work", and "is the World government the same as god?" that reads as if Fujitora not only feels capturing Doflamingo is meaningless (umm no, it would stop the bloodshed at the very least?), and that the world. government...has "no right to play God" and change the islands fate? So they'll just maintain the mass-murdering status quo? Fujitora even says this week that they wanted to block the Coliseum fighters from charging the palace...and that group includes non-pirates and WG royalty. And now, when Violet speaks, we get imagery of Fujitoras head next to Doflamingos head, accompanied by clarification that "these guys are the problem. We can't trust the World Government (and by extension, Fujitora).
Fujitora has somehow been slotted into the "unreliable, politically motivated law enforcer" role, and while Oda indeed might make a tournaround later, Fujitora standing by for mass civilian casualties until then will be incredibly hard to justify.
All this would make immensely more sense if Fujitora was a Warlod system supporter, and a guy adhering 100% to orders with not two shits to give about civilians casualties.
Unfortunately, its the opposite.
Why is it not like this? Well, it can be because he's a man of his word and will keep it no matter what;

because he doesn't want to lose points with the WG right before the Reverie, the place where he probably wants to expose his idea (¿alongside Sakazuki? they seem to be on good terms. . .) of destroying the Shichibukai system;
That would make him exceptionally callous with civilian life, much more than he's made out to be.
or, as Aohige theorized (and I think he was on to something), Fuji might want to provoke the citizens themselves to revolt against Dofla, and then MAYBE he'll help them. As we've seen, many of the citizens fell for the Birdcage's main purpose, even if against their wills, cause they're terrified of Dofla and think there's an "easy" way out of this mess without being wiped out. Maybe, and again, keyword, MAYBE Fujitora wants these citizens to disregard their own selves and fight for their rights.
That would again be extremely callous for how the "I wanna prevent civilian casualties" Admiral has been presented. And the main tragedy of Dressrosa is people being involuntarily used as puppets to kill their friends and loved ones. its a bit much to ask them to man up and revolt.
Again, we've discussed this before, but bottom line is: no matter how satisfying it might be in the end, the thing is, Fuji's motives should still need clarifying and Oda has been very vague about them all along the arc. That said clarification ends up being option A - he just kept his promise till the end, then, yeah, rage to your heart's content! But I think Oda at last deserves one last chance to solve something that clearly points towards still being unresolved.

Oh, really? Man I love how Oda mentions stuff like this before they become relevant. Like how we hear about the Blackbeard Pirates ransacking Drum, and their silhouettes (well at least Augur's) match their appearances.

Actually, this I can see happening. The Dressrosa citizens have already been through this once with King Riku 10 years back. Now they know their loved ones were turned into toys by Doffy, and that Doffy was the one responsible for both what's happening now and what happened 10 years ago with Riku. That's 3 things they have to be mad at him towards, and I could see them actually revolting over it. As far as the matter of if they will or not, I don't know.

We don't really know about Fujitora and what his real goals are, except he wants to abolish the Warlord system. I think the image just lumped him there because she was talking about how they can't rely on the Marines. He's an admiral, therefore he's the highest position of authority at Dressrosa in regards to the marines, and can be seen as symbolic of their presence on Dressrosa. Fujitora has been, even frustratingly, ambiguous this whole arc. He seems to have his convictions set, though, and I don't think they're strictly along the lines of helping out Doffy for some arbitrary reason like they're marines and he's a Shichibukai.
This is really the only time we've had an admiral as part of the arc for the entirety of the arc, and he's kind of done nothing except be in the background. In both Long Ring Long Land and in Sabaody, when an admiral showed up it meant things were getting super serious, and usually the crew was in serious danger. However, both of those times the admiral's goals and motivations were pretty clear. Aokiji wanted to check up on Robin, and possibly take her out/see how far the SH's would go to protect her. With Kizaru, it was cause Luffy hit the CD and an admiral had to be summoned as a response. Kizaru just figured he'd take out a few notorious pirates along the way.
If you recall back in Chapter 700 when Dressrosa started, Brannew talks about expelling Law from the Shichibukai. Akainu tells the Marines they won't let Strawhat and Law do as they please, and that he's already sent Fujitora. So we know what he was sent there for, probably, and while he is gunning for Law/Luffy, you get the sense that it's not the only thing on his agenda. Maybe not even the top priority even. I'm sure by arc's end we'll see what Fujitora's really up to, because things are already out of the usual with him just kind of…being there on the island, and not really doing too much of anything. He clearly has his convictions set already, we just have to wait a little to see where they lead.

He's not saying the WG has no right to play god to change the islands fate, the "is the World government the same as god?" is to mean that is the WG rule absolute and for a greater good regardless of if he can see the full scope of how a bad event may turn out. The events of DR are directly because the world government stepped in and allowed Doffa to remain king and warlord. fuji is questioning whether or not he should go against doffa's plan thats clearly wrong, or blindly follow and support the WG's decisions as some believe one should feel in relation to orders from god no matter how fucked up. Like that one bible story where god was like "yo dude kill yo son" and dude was all "i dont get this but, ill blindly follow you, Mr. Top-Hommie" and god was all like "lol just kiddin nigga, kill this goat tho."

Well she had already seen the key before when Luffy tried to take off Law's kairouseki handcuffs while Kyros was beheading fake Doffy, so she already knew what to look for. Her powers probably helped as has been said.

Pica threw evryone outside, turning the floor into hands. If the key was on the floor, it fell too. With her power, Viola can easily find what she is looking for.

Good chapter. Sort of a set-up and just giving everyone something to do. The cliffhanger was nice. These chapters have been very basic action oriented stuff, so I can't find much to say. The colorspread was really cool, though.
I wouldn't panic about Sabo. Again, he's Dragon's second in command, so he's gonna have to be strong, but I don't think he'll go defeating Fujitora there, it's okay if he just delays him.

Just what I wanted to see, Sabo being relevant plus Fujitora in the mix this arc is just increasing in enjoyment levels. I was hoping we would see that cora flashback but like what some have already said it's just typical Oda with how Flashbacks are presented.
