My beef with Deku is not that he was a bully and a jackass but how the author (the MHA world) treats him. Deku at first seemed an extreme product of a moraly sick society were heroes are more of a paramilitar organization than real heroes, more worried about popularity charts and profit than protecting the weak. The mayority of kids on the manga are like that, they are not bad kids but they simply pursue a job opportunity in the hero business, Deku who is an hero otaku is the only oddball. On that context Bakugou is a good example of how that system works, the kid is a rotten brat who despises the weak and has no care about others and pursues only personal fame, the school teachers see nothing wrong with him becoming a hero, nor the other kids, the academia or other pro heroes, he is capable in fight and thats all it matters.
The bolded is just wrong. There has been a lot of times where the faculty has been trying to correct his attitude.
The battle trial, the internship with Best Jeanist, the mid-terms…
But alas, fundamental aspects of one's personality take a lot of work to change, and those are shaped mostly by the end of childhood.

If we use Bakugou as counter to Deku's idealized vision of heroes he is a character with a solid purpose in the manga, to show the decadence on the hero system and how a kid like Deku who is living a fantasy embodies what a real, old school, hero is.
Problem is that the author has been trying to redeem Bakugou without Bakugou really changing at all. His mother being a clone of him was a really sad way to try to excuse his behaviour, blaming genetics and upbringing in the kid's violent nature (in a better written manga the one to blame would be a permissive society that regards quirk proficiency over any other social trait) The last exam where Bakugou failed for being a dick and refusing to help the injured was a good moment for Bakugou to reflect on his own nature but he turned the issue around the kidnapping incident and his superiority complex towards Deku instead of facing the real problem, that he is not a real hero material due to his self centered personality .
That was exactly what happened though. His mother even points it out. Genetics had nothing to do with it.
Which is funny, because Bakugou was being very efficient in the exam, which the civilians also pointed out. He lost points simply because of rudeness.
Wolverine, Punisher or even Batman would've probably done the same thing.
