I would offer Kirishima as a decent Luffy cosplay due to his optimistic outlook/heart of the team position, plus his superhero costume leaves his chest bare.
Maybe take the three main boys out if it and make Iida Sanji and EdgeLord Tokoyami as Zoro. That leaves Brook open and I suggest Jirou to fill his vacancy, since she'd totally be down to dress like Slash (and she might want to see someone's panties).
Kirishima is a decent emotional fit for Luffy. His emphasis on brute strength and being super-durable (similar to how Luffy's rubber resists blunt attacks) also works pretty damn well. Nice pick.
Kouji could also fit as Chopper since he can speak to animals. But he could also fit as Jimbei due to his character design shape and Jimbeing being able to communicate with sea creatures. Then again, Tsuyu could fit Jimbei as well…

I am trying but can't see it. Iida is not insane enough for Brook. Franky, maybe. Now Sero as Luffy and Aoyama as Usopp - these are on point.
I still think Kirishima is a better Zoro fit, but Tokoyami is good too, he even has a sword in his room. Jirou is boney enough for Brook, but lacks an afro which Mineta can grow. Also, fire powers and daddy issues? Todoroki was born to cosplay Ace.
How could you not want to see Iida with an afro, sunglasses, boa, and guitar? lol I understand how Iida arguably makes for a better Sanji than Deku though.

I argue that Todoroki's non-emotive and serious personality makes him a better fit for Law. The fact they came in second place at their series' character polls is also a bit priceless.
