Kizaru's role in Saobondy was way more major than Fujitora's role in Dressrosa. Kizaru was pretty much the biggest antagonist of that arc alongside Kuma

I don't think that's the reason. He held off the 3 Admirals so he could show all of them in Volume 59 during the war.

Im pretty sure this arc is not even close to being done in terms of fighting. We will probably have a full cover with most of Dofla's crew.

You started this and described Fujitora as unimportant to this arc. Which is wrong. But despite me proving that I'm right, you refuse to accept Fuji. Yes, it is a personal concern of mine that Fuji's not been on one of the covers, but it's a justified one.
Anyway, this is getting boring.
How can Senor Random be more important to the story than Fuji-fucking-tora, an admiral representing the marines on Dressrosa and likely the one who will arrest Doffy and his gang if the story demands it? I'm not talking about this volume only. There were other volumes where it would've been perfectly fine for the blind guy to appear on, but instead others took his place. Yes, this cover may be alright the way it is, but it still pisses me off that we haven't seen Fujitora on any of the others so far. But that's my personal problem, I know. Even so, calling Fuji unimportant is plain wrong.

They had no major role and weren't fully introduced as active and real support characters until that moment either. Being in one or two chapters is just no enough.
Actually, AoKiji had a major role on Robin's flashback and was the one who gave Spandam the Gold Den Den Mushi. Also, he was a trigger to Robin's behavior in Water Seven.
He even bothers to go chat with her after Ennies Lobby…I understand that Oda saved him for later covers, but it wouldn't be awkward to anyone if he was there.

By "no major role" do you mean Aokiji who was virtually the entire power behind everything that happened in Water7 and Enies Lobby. And the mega-arc starts with him doubting that the Strawhats can be a home for Robin and that she's too dangerous. Thus allowing CP9 and Spandam to go for them. And then the mega-arc ends with him deciding that he might actually trust them to be her home after all?

You might be right, but Fujitora seems just as passive in this arc too, since the major conflicts with Doflamingo would be happening whether he were there or not. Which is kind of the point he's making right now. And I don't think any one would claim that Kizaru on Sabody wasn't an important person in that arc. And the same will probably be said for Fujitora will be on a cover eventually, maybe not this arc. We don't know what role Oda wants him to play where he'll be most significant.

Doesn't Boa Hancock has blue eyes? I always though they were dark blue.

I like the fact that the Kings/Castle Plateu is White(/Chalk) in colour. It looks doo cool!
Not just plain brown for Pica and his rock assimilation. The colour will be varied as he transforms the landscape and becomes a massive golem. Will be cool to see in the next couple of years- in colour
