I'm very sorry if this thread already exists, though I searched and found nothing of the sort.
So I saw the thread with the most overrated One Piece characters, but what about undereated?
So in my opinion there are two severely underestimated characters, Bartolomeo and Chopper.
Firstly, Bartolomeo. I'm surprised people do not recognize the hellish power of the barrier. I mean, this guy can block nearly everything, that includes Akainu's magma and Enel's lightning. He doesn't need Haki to push logias back, though hurting them is questionable. He can easily call forth a barrier from the sky and crush his opponents with it. I guess his barriers can be broken with a very strong Haki punch, Elephant gun might do. But creating many layers of barriers can eventually lead to the best shield.
Now for Chopper, I can't believe many people count him in the weakling trio, just because of his personality. After the timeskip he became very strong. His Heavy Point is monstrous, his guard point is his absolute defense, and I'm not even talking about the monster point, which is very powerful against enemies with great endurance.
I guess Chopper's cowardly personality made him look weak in the eyes of many, but looks can always deceive.

Crocodile: Lose to pre-gear Luffy once and nobody lets you live it down even though he was fighting Doflamingo equally. Moriah: Is said to be on par with Kaido, but has let his abilities slip in favor of zombies. Gets "oneshotted" by Jimbei and now he's stompable. Some even say the comment about him and Kaido being equals does not mean anything since it came from a fodder, but the comment about Sanji's underwater speed came from Usopp and he is barely more credible. Hancock: Took out Pacifistas like they were trash.

Marineford Luffy. Of course, he was nothing compared to the admirals and Whitebeard's top brass and what have you, but to say that he was just a small fry? Hell no. I'd dare say that he was still stronger than the majority of fighters in the battle, and he had some good feats here and there (defeating that giant, surviving against a serious Mihawk etc.).

With all due respect, I'm not too sure if this thread has much future… :ermm:
But as long as it has I'd have to pick admirals. Folks are always saying stuff like "they aren't any match for yonkou", which honestly feels pretty stupid. If they weren't able to fight yonkou, what on earth would prevent them to wipe out Marines entirely?

I've always felt that Kaku and Gedatsu were unappreciated. Both are really fun characters.

Enel. A very unpopular character, however, he possess one of the best DF which outclasses even most logias and he uses it quite well. Add haki and you have a guy who only got beat through plot and sheer overconfidence and ignorence, but mostly plot. Oh and technically all the strawhats (except luffy) and skypians\shandains should be dead because of him

He is probably my favorite character, but his durability is shit though.

Well, thanks to his mantra and logia powers, he really hasn't had to fight much. Based on how surprised he was in fighting Luffy, he never had someone able to stand up against him.
He was able to destroy his homeland, Birka, had his followers to do most one on one fighting. Heck, strongest of the sky island natives that we've seen -Wiper- was able hit Enel with a reject dial … and Enel still came back and didn't take Wiper as a serious threat.This makes me think he never really had to fight seriously so never developed much in durability.

Two characters come to mind:
1. Chopper: I think the reason why he's so underestimated is because he isn't very confident in his own strength either. He's always scared and running, but he can be a beast (no pun intended) if he needs to be. I honestly believe that outside the monster trio, he's the strongest Strawhat. One instance that showed that was the battle on Enies Lobby. Luffy, Zoro and Sanji took out the top three guys of CP9, and then Luffy also took care of Blueno, the fourth strongest one. Chopper defeated Kumadori by himself, the fifth strongest, meaning that outside of the monster trio, he had the strongest opponent. And he beat him. Sure, he wasn't really in control of his body at the time, but he beat him nontheless, and now he can even control that power plus he learnt a few other tricks.
2. Enel: I honestly have no idea why so many people think Enel is relatively weak. To this day, he is the strongest opponent Luffy has ever faced one on one in a real battle. We all know how unlucky Enel was to face Luffy of all people. The three lightning attacks he used on Luffy in the very beginning of the fight would have knocked out almost every other One Piece character that we know. Sure, armament Haki would be a big threat to him, since he apparently never fought a guy who could physically hit him prior to meeting Luffy, but even then you have to consider a few things: He can fly, avoiding most attacks this way, he can (to some extent) predict the future and read minds, he has probably the strongest form of observation Haki that we've seen so far, he attacks at lightning speed and he has one of the most destructive powers of all. Even physically strong guys in the New World would just get sniped from above. He's not among the strongest characters in the series, but certainly high mid if not low high tier. And remember, this is the Enel from two years ago, I'm talking about.

I've always felt that Kaku and Gedatsu were unappreciated. Both are really fun characters.
Kaku was fun at first, but like the rest of the initial CP9 Oda sort of fell into an awful and thankfully temporary Tite Kubo spell and just turned them into these too cool for school frowny faced posing bland people.
