That's the thing. Unless he allows Doflamingo to slaughter the entire country, he is not getting much more solid evidence than that. What exactly does he stand to gain by inaction here, while actually saving lives?
Again, barging in and arresting Doflamingo isn't going to change anything. He clearly states that he doesn't just want to repeat history.

I think he wants Doffy to remain a warlord, in the sense that he won't be the one to revoke his title. Maybe because they plan to scare the other kings with the fact that the elder stars are/were willing to stand by as a warlord took over a legitimate kingdom.
I mean i can't imagine a bigger fear, for the legitimate rulers that make up the world government, than being ousted (and left unprotected) by the elder stars pet dogs. They'll probably bring up Croc's attempt, and Doffy's complete attempt and make a stand for a disolution of the entire mess based on this, and on the increased military might of the red dog marines. Why deal with the devil when you make a pretty good devil yourself y'know

While that might be it, he is playing a long game if that's the case. How does he know that elder stars won't revoke it on their own? And if Riku get's reinstated, he can probably request revokation himself.
It makes sense in theory, but in practice? That's a lot of sacrificing for a rather uncertain gain.
Fujitora said he wants to concentrate on protecting the citizens.
Doflamingo only created the Big Cage because of Law and Luffy interfering with his pirating.
I believe this is why Fujitora is still going after them. If he captures them, it's an easy way to get Dof to end the game and save said citizens.
Barging in head first and attacking a stronghold you know nothing about doesn't directly protect the citizens.
Perhaps somewhere in your head, Fujitora is so strong that he will flex his pinky finger and destroy all the enemies in the blink of an eye.
