When people talk about manga, they mean a comic made in Japan.
When people talk about a koma, they mean a Japanese panel from a Japanese comic made in Japan.
There's not much reason to differentiate a Japanese panel from a panel of another nationality, as opposed to an entire comic.
But really, there's no big deal. As long as people know what it means. I didn't know what a "koma" was, so that's why I asked.

"Yonkoma" (4-panels) is a specific type of Japanese mini-manga. It has it's own rules set even though it looks similar to some western comics-strips (especially webcomics), it's different.

Is not the same thing? You say Manga/Koma and so you're giving more meaning than what the words have, because you take in consideration the language of the words.
Manga -> Word Meaning(Comic), Given Meaning(Japanese Comic)
Koma -> Word Meaning(Panel), Given Meaning(Japanese Panel)
