The message Oda was getting across there was to show Luffy's ability to turn enemies to allies. This was mentioned twice during the arc. By the time we get to the end of the story i.e during the "so called" war that is coming, all the people Luffy have met in the past will fight alongside him.
I know about the message. Oda made it a point, too obvious to miss. However, it was quite idiotic. I don't mind Luffy turning a lot of people into allies, which has been most non-Marines that they have fought conversed with, but the biggest scum of all Crocodile turning into an ally at that point was just terrible inconsistency on who he was. It did not make any sense.
If you say ok to Croco-man who is absolute scum helping Luffy, you as well be ok with Akainu holding Luffy's hand and then covering his back at the final war, because that's the next dramatic, ridiculous step of turning "enemies into allies". I find Luffy lovable and it's amusing the way he gets so many under his side, but there has to be a line before it gets out of hand. Oda put on a jet pack and flew over it. He is usually pretty consistent on personality and characterization of characters, so that one was so out there, left field, that it threw me off. I couldn't believe what I was seeing.

The way Luffy beat Lucci was definitely nakama power. I liked the arc up to the point they all jumped or were pushed on the train.

The answer is C, which is both. I don't mind nakama power during W7 arc since Oda doesn't usually rely on it every arc, which makes it believable. Because I too think that protecting someone could push you beyond your limits.. just as long it's not done every arc. :P
