I'm sure this is fake, but just in case its real, do we really need another special? How about instead of trying to improve upon stuff already done in the anime (and failing for the most part), why don't you use that money to make the anime good in the first place? Seriously, do we really need another One Piece direct to TV Movie that's pretty much just an abridged arc?

The sentence structure seems unprofessional to me, and the last sentence has a clear grammar mistake, something ANN wouldn't do.
The date says the article is from June, but Episode of Merry hasn't been aired yet.
I looked in ANN news archive for June, there is no article.
It looks like they photoshopped this article, because the date and time are the same.
